First Deputy Prime Minister of Dagestan Ramazan Aliyev was detained on Wednesday by FSB officers who suspected him of exceeding his official powers. The security officers came for the official when the acting head of Dagestan, Vladimir Vasiliev, announced his dismissal from office. So far, Mr. Aliyev is suspected of a minor offense, but given that he previously held the positions of head of the control and financial department and head of the administration of the former head of the republic Ramazan Abdulatipov, the investigation promises to become high-profile.

The detention of First Deputy Prime Minister Ramazan Aliyev became known during a conference call with the heads of municipal districts and city districts, which Vladimir Vasiliev conducted via video conferencing.

The conversation was about the problem of water supply in Buinaksk and the Buinaksk region. Mr. Vasiliev recalled that earlier, during a meeting of the Security Council of the Republic, a statement was made that 400 million rubles would be allocated for water supply to these territories.

“Today I decided to dismiss the first deputy chairman of the government, Ramazan Aliyev, who was entrusted with this work,” said the acting head of the republic. “He reported to me and the chairman of the government that according to the results of the first quarter, we collected taxes in the amount of 1 billion 30 million, based on from this we designed everything. This was widely discussed, specially brought to a meeting of the Security Council, and everyone supported it. But, as it turned out later, such an amount was not collected. We collected only a little over 300 million.”

After this, expressing regret, Vladimir Vasiliev said that a search was being carried out in Ramazan Aliyev’s office. When the decree of the acting head of Dagestan on the dismissal of the official was promulgated, a search was carried out not only in the administration building, but also in the home of Mr. Aliyev, who served as the first deputy prime minister of the republican government since February 2016.

As it turned out from unofficial sources, a criminal case was initiated by FSB investigators under Art. 286 of the Criminal Code - abuse of official powers. After interrogation, the security officers detained the now former official.

According to Kommersant’s source in law enforcement agencies, the investigation has information about several episodes of Mr. Aliyev exceeding his official powers. One of them is related to the fact that, by order of an official, his private SUV was serviced in a government garage.

Let us note that 61-year-old Ramazan Aliyev comes from the Tlyaratino region of Dagestan (the former head of the republic, Ramazan Abdulatipov, is also from there). Mr. Aliyev from 1985 to 2013 served in the Ministry of Internal Affairs, tax police, state drug control and the Federal Tax Service, mainly engaged in investigative work. Having headed the republic, Mr. Abdulatipov invited him to the post of head of the control and financial department of the President of Dagestan. Since September 2013, Mr. Aliyev has headed the administration of the president and government of the republic. Therefore, it is possible that he could be of interest to the investigative authorities as a witness to possible abuses on the part of higher-ranking republican officials.

In this regard, it is worth recalling that questions have already arisen regarding the ex-head of the republic Abdulatipov as part of the investigation into fraud committed, according to the Investigative Committee, by ex-Prime Minister of Dagestan Abdusamad Gamidov, his deputies Shamil Isaev and Rayudin Yusufov, as well as former Minister of Education Shahabas Shakhov who are under arrest in Moscow. In turn, lawyer Eduard Isetsky, representing the interests of Mr. Gamidov, told Kommersant that Ramazan Aliyev does not appear in their case. Perhaps, he believes, the investigation this time will be carried out in Dagestan itself.

On May 18, Russian Prime Minister Dmitry Medvedev announced the composition of the new government. This event was surrounded by a festive atmosphere: there were a lot of jokes on telegram channels and Twitter about some of the appointments, and the Dozhd TV channel was so successful in typing in the infographics that now the phrase “Minister Ministerovich” can become a meme.

After the inauguration, during which the incoming president and the State Duma began to form a government. On May 7, Putin nominated Dmitry Medvedev for the post of prime minister, and on May 8 he was approved by an overwhelming majority of votes. On May 15, Putin signed a decree according to which there were 22 ministries instead of 21, and the prime minister now has as many as ten deputies.

And on May 18, Medvedev presented Putin with a new government in its entirety, and the president signed a decree on the appointment. The government includes 32 people, the Kremlin website reports.

Prime Minister- Dmitry Medvedev.

First Deputy Prime Minister(aka Minister of Finance) - Anton Siluanov.

Deputy Prime Ministers:

Chief of Government Staff(and Deputy Prime Minister) - Konstantin Chuychenko. The previous holder of this position was demoted to first deputy.

Ministers:

The most popular tweet about the appointment of new ministers was a tweet from the Dozhd TV channel with an infographic in which the designers forgot to change the phrase “Minister Ministerovich” to the first and last name of Dmitry Kobylkin. It turned out very funny.

Twitter immediately picked it up.

Perhaps this typo, or perhaps the appointment of Dmitry Patrushev, the son of former FSB head Nikolai Patrushev, who now heads the Russian Security Council, to the post of Minister of Agriculture, brought to life such “onion” news.

Dmitry Taralov

So. Is Patrushev's son the Minister of Agriculture? Are they serious about this?? Did they really appoint Patrushev’s son as minister???
I thought that after Mutko nothing would surprise me...
