Each case of an infectious disease or suspicion of it, pediculosis, poisoning or an unusual reaction to a vaccination must be transferred to the sanitary and epidemiological surveillance authorities. A notification is submitted no later than 2 hours after the discovery of the case. The sooner the notification is given, the easier it will be to take measures to prevent the spread of infection.
Filling out an emergency notice to the bodies of SanEpidnadzor
Form No. 058 / y is filled out in 2 copies in the following columns:
- diagnosis;
- passport details of the patient: full name, age, home address, place of work;
- anti-epidemic measures taken with the patient and contact;
- date and place of hospitalization;
- date, time of primary signaling in TsGSEN;
- a list of people in contact with the patient, their home addresses and telephone numbers;
- FULL NAME. and the signature of the healthcare professional.
Then an emergency message is sent to the Central State Sanitary and Epidemiological Service as soon as possible, no later than 2 hours from the moment an infectious disease is detected or suspected.

It is sent to the sanitary and epidemiological station at the place of detection of the patient no later than 12 hours from the moment the patient was discovered.
In the case of a notification about a change in the diagnosis of paragraph 1 of the notice, the changed diagnosis, the date of its establishment and the initial diagnosis are indicated.
Notifications are also made for cases of bites, scratches, saliva by domestic or wild animals, which should be considered as a suspicion of rabies.

Purpose: prevention of nosocomial infections. Indications: observance of personal hygiene. Contraindications: serious condition of the patient. Sanitization can be:

depending on the severity of the disease and the contamination of the skin -
or washing or wiping certain parts of the body.
The type of sanitization is determined by the duty doctor of the admission department. Equipment:

water;

The spread of acute infectious diseases poses a significant threat to the population. In order for preventive measures to be taken in a timely manner, it is necessary to notify the sanitary and epidemiological control authorities as soon as possible. What is provided and in what cases it is filled
The procedure for maintaining documentation for the registration, recording and reporting of infectious diseases is determined by Order of the Ministry of Health of the USSR dated 12/29/1978 N 1282 and is valid to this day. This normative act contains a list of 37 diseases subject to mandatory registration. Their discovery (or suspicion of them) is subject to urgent reporting to the sanitary and epidemiological supervision services. In this case, an emergency notification of an infectious disease is filled out by a doctor or paramedical personnel. The exceptions are acute infections of the upper respiratory tract and influenza.
The need to fill out the document applies to all cases of food and acute occupational poisoning.
Notification Form
"Emergency notification of an infectious disease, food, acute, occupational poisoning, unusual reaction to vaccination" is filled out in accordance with the form No.
It should include the following information about the patient:
- Diagnosis and laboratory confirmation mark (mandatory in case of bacillary dysentery, parapertussis, intestinal coli infection).
- Age.
- Residence address.
- Address of the place of work/study/children's institution.
- Dates of the disease, initial treatment, diagnosis, subsequent visit to the children's institution of hospitalization.
- Place of hospitalization.
- Information about poisoning.
- Primary anti-epidemic measures.
- Date and time of the primary alarm in the SES.
- The date and time the notification was sent.
When filling out the form, special attention should be paid to the description of the anti-epidemic measures taken.
Procedure for filling and sending
The notification is issued by a medical worker of any department, regardless of the situation in which the disease was detected. Form No. 058 / y is also available to medical workers of children's institutions: nurseries, kindergartens, schools, boarding schools, orphanages, orphanages. The drawn up notice is subject to registration in a special journal (recording form No. 60 / y). The established term for sending the document to the territorial center for sanitary and epidemiological control does not exceed 12 hours. When considering the case of an administrative offense, Kazantseva I.A., a representative of the RA BHI "Ust-Koksinskaya District Hospital", acting by proxy, did not deny the existence of the identified violations, expressed her agreement with the protocol on an administrative offense, explained that due to the absence of an employee exercising control over by filing emergency notices, there was a violation of the deadlines for their submission, at present, proper control is organized.
Head of the territorial department of the Office of Rospotrebnadzor for the Republic of Altai in Ust-Koksinsky, Ust-Kansky districts Kyymashtaev Yu.V. during the consideration of the case, he explained that emergency notifications regarding the treatment of citizens with bitten wounds were submitted by the BUZ RA "Ust-Koksinskaya District Hospital" only on 08/05/2015, while the mandatory columns were not filled in, in particular, there were no addresses of patients, information about the time and the place of the bite, about the animal that attacked the person, the name of the institution that sent the notice, the date and time of sending, there are no signatures of the persons who sent the notice, which led to a violation of the timing of the relevant anti-epidemic measures.
After listening to the representative of the BUZ RA "Ust-Koksinskaya District Hospital", the head of the territorial department of the Office of Rospotrebnadzor for the Republic of Altai in Ust-Koksinsky, Ust-Kansky districts Kyymashtaev Yu.V. , I come to the conclusion that the BUZ RA "Ust-Koksinskaya District Hospital" committed an administrative offense subject to qualification under Art. of the Code of Administrative Offenses of the Russian Federation - failure to submit or untimely submission to a state body (official), body (official) exercising (executing) state control (supervision), municipal control, information (information), the submission of which is provided for by law and is necessary for implementation by this body (official) of its legal activities, or submission to the state body (official), body (official) exercising (carrying out) state control (supervision), municipal control, such information (information) in an incomplete volume or in distorted form.
In accordance with Art. 29 of the Law of the Russian Federation N 52-ФЗ dated March 30, 1999 “On the sanitary and epidemiological well-being of the population”, in order to prevent the occurrence and spread of infectious diseases and mass non-infectious diseases (poisoning), the measures provided for by sanitary rules and other regulatory legal acts must be carried out in a timely manner and in full. of the Russian Federation, sanitary and anti-epidemic (preventive) measures, including measures to implement sanitary protection of the territory of the Russian Federation, the introduction of restrictive measures (quarantine), the implementation of production control, measures in relation to patients with infectious diseases, medical examinations, preventive vaccinations, hygiene education and citizen education.
On the territory of the Russian Federation, federal sanitary rules are in force, approved and put into effect by the federal executive body authorized to exercise state sanitary and epidemiological supervision in the manner established by the Government of the Russian Federation (Part 1 of Article 39 of the Federal Law "On the sanitary and epidemiological welfare of the population" dated 30 March 1999 N 52-FZ).
Compliance with sanitary rules is mandatory for citizens, individual entrepreneurs and legal entities (Part 3 of Article 39 of the Federal Law of March 30, 1999 N 52-FZ).

During the consideration of the case, the above violations were not disputed by the representative of the legal entity brought to administrative responsibility, they were also not disputed when drawing up a protocol on an administrative offense, in addition, they are confirmed by the written materials of the case, therefore the judge concludes that the BHI RA “Ust-Koksinskaya District Hospital » emergency notifications of infectious diseases were not submitted in time and in full.
In the course of consideration of the present case on an administrative offense, in accordance with the requirements of the Article of the Code of the Russian Federation on Administrative Offenses, the circumstances of the committed administrative offense were comprehensively, fully, objectively clarified. By virtue of the requirements of the article of the Code of the Russian Federation on Administrative Offenses, the presence of an event of an administrative offense, the person who committed the violation of sanitary rules, the guilt of the said person in committing an administrative offense, other circumstances relevant to the correct resolution of the case, as well as the reasons and conditions for committing an administrative offense were established.
Thus, the act committed by the legal entity of the BHI RA "Ust-Koksinskaya District Hospital" forms the objective side of the administrative offense provided for by the article of the Code of Administrative Offenses of the Russian Federation.
When considering the present case, the Ust-Koksinsk Regional Hospital did not name any circumstances, good reasons that could interfere with the observance of sanitary norms and rules, for the violation of which administrative liability is provided.
