The traffic rules contain paragraph 22.6, which defines the standards for transporting children. It states that a trip must meet a certain standard if a bus or other vehicle is carrying more than two children at once.

A bus carrying a group of children must be marked “Transportation of Children.” In addition, the children are accompanied by one or more adults. It is strictly prohibited to transport children without adults. All passengers must have their own seat, and transportation while standing is prohibited.

“Transportation of Children” is a modified 1.23, it is a square with a red border, where figures of children are located on a yellow background. Place this sign on the windshield of the bus, with the dimensions of one side being 250 mm.

Organized transportation of groups of children

On a vehicle transporting children, the emergency lights must be turned on during boarding and disembarking of passengers. For failure to comply with this point, the driver will be fined in accordance with paragraph 12.23.

The structure of road signs is clearly systematized and divides signs into eight groups, depending on their functions and semantic community.

  • informational and indicative;
  • service;
  • additionally informative.

Each of these groups has its own characteristics and specific application.

  1. Warning signs. Shape: red triangle with white background. Well visible from afar. These signs are the safest and most useful because they are not restrictive or prohibitive.   2. Priority signs. They come in different shapes and colors. There are only thirteen of them and therefore do not cause difficulties in remembering. A feature of priority signs is the determination of the priority right to cross roadways, intersections and narrow sections of roads. This group of signs includes: main road, movement without stopping is prohibited, priority of oncoming traffic, etc. Numbering starts with the number “2”.
  3. Prohibition signs. Mostly round in shape with a black pattern on a white background and a serial number of category “3”. Meaning: prohibition of certain actions on the road, introduction or cancellation of traffic restrictions. The most famous: “brick” (entry prohibited), prohibition of parking or stopping, overtaking, speed limit, etc.
  4. Mandatory signs. Also round in shape, but with white designs on a blue field. Group numbering starts with the number “4”. Function: indicating the direction of movement on certain sections of the road, limiting the minimum speed, warning about subsequent prohibition signs.
  5. Special instructions signs. Group numbering starts with "5". Few, but very significant. They combine elements of prohibitory and prescriptive signs. Meaning: entering or canceling certain traffic modes, adjusting one-way traffic flow, designating a residential area, pedestrian crossing, priority of road lanes, and so on. Fines for violating these sign requirements directly depend on their type and range.
  6. Information and directional signs. In the shape of a square or rectangle with a blue border and a white/black design on a blue/white background. The group serial number is “6”. Responsible for informing all road users about populated areas, the nature of the road, the location of transport lanes, established travel modes and related recommendations.
  7. Service marks. The shape and color are the same as the information ones. The numbering starts with the number “7”. Function: information about various services and facilities - hotels, gas stations, campsites, cafes, etc. Signs are located at turns to the service location or directly next to them. Like category “6” signs, service signs also have exclusively informative meaning.
  8. Additional information signs. Presented in the form of rectangular plates with a black border and a pattern on a white background. The main purpose is to complement and clarify the actions of road signs from other categories. Never used on their own.

Sign 1.23 “Children” is installed in front of sections of roads passing along the territories of children's institutions or frequently crossed by children, regardless of the presence of pedestrian crossings.

A repeat sign is installed with plate 8.2.1, which indicates the length of the road section that runs along the territory of the child care facility or is often crossed by children.

In populated areas, the main sign 1.23 is installed at a distance of 90-100 m, the second one - at a distance of no more than 50 m from the beginning of the dangerous area.

A sign for vehicles carrying a group of children or teenagers is attached to the front of the windshield, in the lower right corner. The side of the square in this case is 25 cm. At the back there should be a similar designation, only larger (the length and width of the figure are 40 cm). The “Speed ​​Limit” symbol should be installed on the same part of the body. It is a reduced size (16 cm in diameter) road sign 3.24 indicating the permitted speed - 60 km/h.

Requirements for the vehicle and driver

The transportation of minor passengers in traffic regulations is regulated by clause 22.6. Its rules are formulated in more detail in Decree of the Government of the Russian Federation No. 1177 of December 17, 2013. Later they were supplemented with new conditions. And the requirements for transporting a group of children are much stricter than when it comes to adults:

  • the speed of transport should not exceed 60 km/h even where signs allow other cars and motorcycles to go faster;
  • You must move along a predetermined route; changing it along the way is prohibited;
  • Children must be accompanied by adults; no other passengers can be in the cabin;
  • when driving a vehicle, it is necessary to turn on a yellow or orange flashing light (the requirement was introduced on July 1, 2018);
  • You cannot carry additional cargo with children; you are allowed to have only their own luggage and personal belongings on the bus;
  • the driver must remain in his seat in the cabin until the last child leaves the cabin;
  • when a bus with minor passengers in a convoy is moving, overtaking other vehicles is prohibited;
  • under no circumstances should you drive in reverse;
  • when boarding and disembarking minor passengers on a vehicle, the hazard lights must be turned on;
  • Children and accompanying persons must remain in their seats while driving; no one should ride standing.

Young passengers should be instructed before the trip on how to behave in transport. None of them should distract the driver by shouting, running around, etc.



In practice, if there was no child on the road at the time, the driver is usually not punished. But in the case of an accident, the article will definitely be applied, in addition to the fact that you will have to answer for causing injuries to a minor pedestrian.

Everything is more complicated with the signage on a bus carrying young passengers. In its absence, Part 3 of Article 12.23 of the Code applies:

Violation of the requirements for the transportation of children established by the Traffic Rules entails the imposition of an administrative fine on the driver in the amount of three thousand rubles; for officials - twenty-five thousand rubles; for legal entities - one hundred thousand rubles.

A decree will also be issued if there is a sign on the front glass, but they forgot to attach it to the rear window. Or it does not meet the standard, it is not in place. The same punishment awaits the driver if his vehicle was moving in reverse even in a permitted place. And for the fact that he turned away from the intended route and took a different road, allowing strangers into the salon, a fine is imposed under Part 4 of Article 12.23 of the Administrative Code. Its size is also 3000 rubles.

The “Children” symbol exists in many countries; its presence is caused by an urgent need and requirement of the Vienna Convention. The sign does not prohibit anything, but will help the driver avoid hitting a young pedestrian and suffering from pangs of conscience. And the child may be saved life and health.
