At the same time, the very need to submit medical documents to the school is an ambiguous question: education officials say that parents are not required to present a medical card upon admission to the first grade, and the school administration still insists that after enrollment it is necessary to bring documents on the student's state of health. "Komsomolskaya Pravda" tried to understand this issue.

Medical examination - one hassle

In the summer months, children's clinics in Blagoveshchensk are literally occupied by parents and children: to go through nine doctors and even pass a bunch of tests is not a joke! Moreover, you need to get certificates both in front of the kindergarten and in front of the school.

I always think about visiting the clinic with horror, - says Irina Maksimchuk, mother of the future Annunciation first grader... - I remember how several years ago I ran to doctors with my older child, half of whom were on vacation. I had to choose: either to go to the other end of the city to a “foreign” clinic, or to go to paid specialists. With the youngest, we have not yet undergone a medical examination. And the other day, in general, a relative from another region called and dumbfounded: it seems like it is no longer necessary to present a medical record when entering school, and this rule has been in effect for more than a year. And medical examinations in front of kindergarten and school will be canceled altogether. Is that really true? If so, then, as they say, the whole family would breathe a sigh of relief! After all, we literally this spring underwent medical examination in a kindergarten, and now they are demanding again ...

What will the authorities say?

According to Marina Gridneva, Deputy Minister of Education and Science of the Amur Region It is not compulsory to present the child's medical record upon admission to school. This is clearly spelled out in the order of the Ministry of Education and Science of the Russian Federation of January 22, 2014 No. 32, which approves the procedure for admitting citizens to study in educational programs of primary general, basic general and secondary general education.

In accordance with this document, the admission of citizens to educational institutions is carried out at the personal application of the parent (legal representative) of the child upon presentation of his passport. For enrollment in the first grade, along with the application, parents must additionally present the original of the child's birth certificate and the child's registration certificate at the place of residence or at the place of stay in the territory assigned to the school. Parents have the right to submit other documents at their own discretion. But the requirement of any other documents as a basis for admitting children to a general education institution is not allowed, - explains the representative of the Ministry of Education of the region.

The conclusion is unambiguous: thanks to this point, the heads of educational institutions have no right to refuse admission to a child who has any health problems.

As for the cancellation of preliminary medical examinations, this initiative was shown by the Ministry of Health of the Russian Federation in February of this year precisely for the reason that the survey data actually duplicate periodic examinations, thus creating an extra burden on the medical staff and children. How reported the press service of the ministry, amendments to the Federal Laws "On the Fundamentals of Health Protection of Citizens in the Russian Federation" and "On Education in the Russian Federation" should enter into force on September 1, 2015.

And what is in practice?

Indeed, when accepting documents, you will not be asked for the child's medical card. However, after the child is enrolled in the first grade, the school leadership strongly recommends that parents still submit a doctor's opinion on the student's health.

Bringing a medical card to school is in the interests of the parent himself, - believes Larisa Popova, Deputy Director for Teaching and Educational Work, Secondary School No. 13 of Blagoveshchensk... - After all, there are practically no absolutely healthy children now: some have allergies, some have any chronic diseases. In order for the school health worker to be able to promptly and competently provide assistance in the event of an emergency, he must have complete information about the student's health. Where else can I get it, if not from a medical card? In addition, on the basis of the data of the medical examination, the health group is determined for each child, and therefore the mode of attending physical education classes.

So is it necessary or not to carry a medical card to school and undergo a medical examination? The question remains open. The situation is aggravated by the fact that medical workers at the school are not subordinate to the Ministry of Education, they have their own bosses - the Ministry of Health. And since the amendments to the law have not yet entered into force, future first-graders and preschoolers of this year will most likely still have to visit specialists from a long list in their medical records. On the other hand, if you still decide to exercise your right and not submit medical documents to school, then where is the guarantee that you will not be overwhelmed with requirements to bring a bunch of different certificates from different doctors and test results? Or, on the contrary, will the administration of the educational institution disclaim any responsibility for the health of your child? Let's hope that the two departments will eventually come to a common solution that will suit everyone: doctors, teachers, and parents.
