The procedure for compensation payments on deposits for 2019

On the basis of what regulations will compensation be carried out in 2019 on deposits that were placed by depositors with Sberbank before June 20, 1991?

The volume and procedure for compensation payments on deposits opened before June 20, 1991 for 2019-2021 are prescribed in Article 15 of the Federal Law of November 29, 2018 N 459-FZ "On the federal budget for 2019 and for the planning period of 2020 and 2021 ". The law determines that the payment of compensation for guaranteed savings will be carried out in accordance with the Federal Law of May 10, 1995 N 73-FZ "On the restoration and protection of savings of citizens of the Russian Federation"

In accordance with the Federal Law of November 29, 2018 N 459-FZ in 2019 - 2021 compensation payments are made to citizens of the Russian Federation on guaranteed savings (USSR treasury bills and USSR Savings Bank certificates) that were on Sberbank accounts as of June 20, 1991. No compensation payments are made on deposits in the Savings Bank of the Russian Federation closed from June 20 to December 31, 1991.

The very procedure for making compensation payments on deposits (contributions) is determined by the Government of the Russian Federation. Decree of the Government of the Russian Federation of December 14, 2018 N 1547 “On Amendments to the Decree of the Government of the Russian Federation of December 25, 2009 N 1092” years of compensation payments to citizens of the Russian Federation on deposits in the Savings Bank of the Russian Federation” was extended to 2019. New Government Decrees will be adopted in subsequent years.

Compensatory payments on USSR deposits in 2019 will begin after the receipt of budget financing for the current year by Sberbank of Russia.

I immediately draw your attention to the fact that, in accordance with paragraph 5 of Article 15 of the Federal Law of November 29, 2018 N 459-F, on deposits (contributions) of citizens of the Russian Federation, for which accruals and compensation were previously made in a threefold (double) amount the balance of deposits (contributions), preliminary compensation (compensation), additional compensation, compensation for funeral services in the amount of up to 6.0 thousand rubles, Repayment of the specified compensations is not carried out..

Who is entitled to compensation for the deposit in 2019 - 2021?

To whom and in what amounts is compensation paid on deposits in 2019-2021?
Compensation for old deposits in 2019-2021 is paid only to those citizens who have not yet received it.
So, according to Article 15, paragraphs 2 - 5 of the Federal Law of November 29, 2018 N 459-FZ in 2019, compensation for deposits on June 20, 1991 on the accounts of Sberbank of the Russian Federation, paid citizens of the Russian Federation in the following amounts:

  • depositors born in 1945 inclusive (including heirs belonging to the specified category of citizens) - three times the amount of the balance of deposits as of June 20, 1991 (based on the face value of banknotes in 1991). The amount of triple compensation depends on the period of deposit storage and is reduced by the amount of previously received preliminary compensation (compensation) and additional compensation for deposits (contributions).

  • depositors born in 1946 - 1991 (including heirs belonging to this category of citizens) - in the double amount of the balance of deposits as of June 20, 1991 (based on the face value of banknotes in 1991). The amount of double compensation depends on the term of deposit storage and is reduced by the amount of previously received preliminary compensation (compensation) and additional compensation for deposits (contributions).

  • in the event of the death of the owner of the deposits in 2001 - 2018 - the heirs or individuals who paid for the funeral services are paid compensation for the payment of funeral services in the amount and on the terms determined by parts 5 - 7 of Article 117 of the Federal Law of December 19, 2006 N 238 -FZ "On the federal budget for 2007".
For heirs belonging to the categories of citizens listed above - payment of compensation in 2-fold and 3-fold amounts of deposit balances is carried out only if the deposit holders have not received it before, and regardless of the age of the deceased deposit holder. That is, you can get - according to your age group, but only until the year of birth 1991. And yet - to the heirs, the amount of these compensations is not reduced by the amount of compensation for paying for funeral services in the amount of up to 6 thousand rubles, if it was previously received.

In 2019 - 2021, compensation for deposits on June 20, 1991 in the accounts of Sberbank of the Russian Federation, not paid the following categories of citizens:

  • to depositors who closed their deposits in the period from June 20, 1991 to December 31, 1991

  • to depositors whose deposits were previously accrued and paid compensation in a threefold (double) amount of the balance of deposits (contributions), compensation for funeral services in the amount of up to 6.0 thousand rubles.

  • depositors of Sberbank of the USSR who do not have Russian citizenship.

Compensation for funeral services is determined according to the Federal Law of December 19, 2006 N 238-FZ in the following amounts:

  • 6,000 rubles, if the amount of the deceased owner's deposits indicated in the application is equal to or exceeds 400 rubles (based on the face value of banknotes in 1991);
  • in an amount equal to the sum of the contributions of the deceased owner indicated in the application, multiplied by a factor of 15, if the sum of the deposits is less than 400 rubles.

When accepting an application for payment of compensation for payment of funeral services, a note is made on the death certificate of the owner of the deposits on the payment made.

The amount of compensation for the deposit depends on the period of storage of deposits and is determined using the following coefficients:

  • 1 - for deposits that are currently in effect, as well as for deposits that were in effect in 1992 - 2019 and closed in 1996 - 2019;

  • 0.9 - for deposits that operated in 1992 - 1994 and closed in 1995;

  • 0.8 - for deposits that operated in 1992 - 1993 and closed in 1994;

  • 0.7 - for deposits that were in effect in 1992 and closed in 1993;

  • 0.6 - for deposits closed in 1992;

  • 0.0 - for deposits closed in the period from June 20, 1991 to December 31, 1991.

So, for example, a depositor born in 1947, on a deposit closed in 1995, is entitled to compensation in the amount of 2 times the balance of deposits in the Savings Bank of the Russian Federation as of June 20, 1991 using a coefficient of 0.9.

In the light of the laws listed above, I would like to draw the attention of citizens to the following points:

  • Payment of compensations to citizens (their heirs) who do not have citizenship of the Russian Federation, but live in the territory of the Russian Federation is not provided.
  • Compensation for existing deposits in 1991 is not made to citizens residing outside the Russian Federation and who are foreign citizens or stateless persons.
  • Payment of compensation on deposits opened on the territory of states that were previously part of the USSR is carried out only by these states and only in accordance with the legislation of these states.
  • Payment of compensation for deposits opened after June 20, 1991 is not carried out at all.

Documents for payment of compensation on the deposit

Compensation payments for deposits made in 1991 are made at the subdivisions of Sberbank of Russia at the location of the deposits. To receive compensation, Sberbank is presented with the following documents:

  • Contributors (or their representatives), citizens of the Russian Federation:
    1. power of attorney with the right to receive compensation;
    2. application for compensation (issued at the bank);
    3. savings book (if any);
    4. a statement about the loss of the passbook, if the passbook for the current deposit is lost;
    5. on a deposit closed in 1992-2019, the depositor draws up a corresponding application at the bank.
  • Heirs, citizens of the Russian Federation:
    1. identity document;
    2. a document confirming the right to inheritance;
    3. certificates of death of the owner of deposits;
    4. a document confirming that the depositor was a citizen of the Russian Federation on the date of death (if necessary);
    5. savings book (for current deposit);
    6. in the absence of a savings book for a current deposit or upon receipt of compensation for a deposit closed in 1992-2019, the depositor draws up a corresponding application at the bank.

For information on the documents required for payment of compensation on deposits, you can check with the operational employees of Sberbank or by calling the Bank's help desk. An application form for compensation can be downloaded here or searched on the Sberbank website.

All original documents presented to Sberbank (passport, savings book, death certificate, documents confirming inheritance rights, etc.) are returned to customers by a bank employee after filling out an application and making copies of these documents.

The amount of compensation paid to the owners of deposits is reflected:

  • for closed deposits - in an expense cash warrant, which the depositor must sign. Before signing the order, check the amount and if there are questions about the amount, then the receipt should be postponed until the calculation is verified. It is advisable to get a copy of the warrant in your hands.
  • for unclosed deposits - the operation of crediting compensation and the amount of compensation are reflected in the savings book with the mark "compensation". The passbook should be returned to you.

Calculation of the amount of compensation for the deposit

To calculate the amount of compensation for deposits made before June 20, 1991, specially compiled formulas are used.
So, the amount of compensation on deposits can be calculated independently using the following formulas:

1. The amount of 3-fold compensation is determined by the formula:

3x Compensation Formula

2. The amount of 2-fold compensation is determined by the formula:

2x Compensation Formula

The designations used in the formulas are deciphered as:

Explanations for determining the amount of the balance of the deposit from which the calculation of the amount of compensation is carried out:
For the correct preparation of the calculation according to the formula, it is necessary to take into account that the balance of the deposit as of 20.06.1991. can be made up of two sums:

  • funds on the deposit account (account number is indicated in the passbook)
  • funds on a special account opened by Decree of the President of the USSR dated 22.03.91 N UP-1708 (the account was opened if the deposit on 01.03.1991 was more than 200 rubles).
This means that in addition to the amount of the deposit indicated in the passbook, the amount of compensation under Decree No. UP-1708, which was paid to depositors for all deposits, based on their balance as of March 1, 1991, also participates in compensation payments. Such an amount will not be available only to depositors who made their contribution in the period from 03/01/1991 to 06/20/1991.

In accordance with the Decree of the President of the USSR dated March 22, 1991 N UP-1708 "On compensation to the population of losses from depreciation of savings in connection with a one-time increase in retail prices," Sberbank depositors were given a one-time increase in the amount of savings by 40 percent of the balance of the deposit as of March 1, 1991 ., which was calculated as follows:

  • For the amount of compensation payments up to 200 rubles inclusive, the balance of the deposit with the right to use these amounts after July 1, 1991 simply increased.
  • For the amount of revaluation of deposits exceeding 200 rubles, the funds were credited to special accounts with the right to use after three years.
When receiving compensation, it is especially worth paying attention to whether the amount of compensation on the second account was included in the total amount of compensation, since Sberbank employees "sometimes" for some reason "forget" about the payment on this account.

Who is not eligible for deposit compensation?

I repeat once again that compensation to contributors or heirs is not paid in the following cases:

  • if the deposit was opened on 06/20/1991 and later;
  • if the deposit was closed between June 20, 1991 and December 31, 1991;
  • if the deposit was previously paid compensation in full;
  • if the deceased investor did not have heirs under the age of 1991;
  • if the deposit belongs to non-citizens of the Russian Federation.
  • if the heirs on the deposit of the deceased depositor (citizen of the Russian Federation) are not citizens of the Russian Federation

Question from Yuri Moiseev

Kirov, Kirov region

Tell me, please, what do you know about the situation with the payment of compensation on deposits that citizens made in the Sberbank of the Russian Federation in 1992-1993.

Answer

Compensation for deposits made in savings banks in the territory of the Russian Federation is already being paid. These payments will continue until they are fully repaid.

The state gives guarantees that the monetary savings of Russian citizens will be restored, and they will also be provided with the safety of the value of these savings (Law of May 10, 1995 No. 73-ФЗ “On the restoration and protection of savings of citizens of the Russian Federation”). Savings will be placed on deposits in the Savings Bank of the Russian Federation, and the state recognizes them as internal debt.

Reimbursement of deposits does not occur immediately. Payments are made in several stages. The recipients of the money are the depositors themselves, as well as their heirs when they reach a certain age.

According to the Law of 02.12.2013 "On the Federal Budget for 2014 and for the planning period of 2015 and 2016" in 2014, compensation was paid (three times the balance of deposits as of June 20, 1991) to depositors who were born before 1945 year inclusive. Depositors born in 1946-1991 receive compensation in the double amount of the balance of deposits in the Savings Bank of the Russian Federation. This provision also applies to the heirs of these contributors.

The payment of money as compensation for deposits opened with Sberbank before 1991 continues today. Who has the opportunity to receive payments, what documents will need to be collected, what amount will be compensated? Detailed answers to the questions posed can be found in this article.

In 1995, Federal Law No. 73-FZ was adopted, according to which citizens began to receive money on deposits opened before the collapse of the USSR in 1991. The obligation to issue compensation was assigned to the Savings Bank of Russia.

The country's budget for 2017 includes a corresponding expenditure item. The federal law on the budget for 2018 provides for the allocation of funds for these purposes until 2020 inclusive. The expense item for each year is 5,500 thousand rubles. The payment of money directly at Sberbank branches in 2018 will begin after the start of funding for this program.

You can get an answer to your question by calling the support service of Sberbank of the Russian Federation or by sending a message online.

Who will be compensated

Payments are made exclusively to those citizens who have not received compensation before.

The contingent of the population that has the opportunity to receive compensation is annually indicated in the regulatory document that approves the budget for the coming year. The legislative act for 2017 indicates citizens who opened deposit accounts with Sberbank of the USSR:

  • born from 01.01.1945;
  • have funds in the account;
  • deposit is open until 06/20/1991.

This category is reimbursed in three times the amount of the balance of resources on the deposit, which was the state on 06/20/1991, taking into account the nominal value of monetary units at that time. A significant factor is the period of placement of funds on deposit, with the exception of amounts and commissions calculated for payment for their savings and the provision of services by the bank.

Persons with a date of birth between 1945 and 1991 who enjoy the right to inherit from deposits will be reimbursed twice the amount.

In the event that the owner of the contribution died between 2001 and the present time, the cost of the burial is paid to his heirs or citizens who financed the funeral services. The maximum payout amount is 6,000 rubles.

The heirs can be paid any amount of compensation on the deposits of the testators, with a date of birth before 1991. Previously received amounts, including funds for funeral expenses, are deducted from the compensation paid.

In 2017 and 2018, the payment of reimbursement of deposits as of June 20, 1991 to citizens will not be carried out:

  • who closed their accounts from June 20 until the end of the year;
  • if they have previously been paid;
  • who are not citizens of Russia.

The amount of compensation that is issued to pay for the burial is determined as follows:

  • when the amount on the deposit of the deceased is 400 rubles or more, then the compensation is 6,000 rubles;
  • in a situation where the deposit amount is less than 400 rubles, the payment is equal to the deposit amount multiplied by a factor of 15.

Please note that compensation is not paid:

  • citizens (their heirs) who live in Russia but are not citizens of the Russian Federation;
  • persons residing in another state and not having Russian citizenship, or they do not have citizenship of any country;
  • if the deposit was opened in the states that used to be part of the USSR;
  • on deposits opened after 20.06.1991.

How to get a refund

To receive compensation, there is no need to contact the branch of the bank where the deposit was made. The application can be submitted to any branch of Sberbank of Russia. You will be required to pay a small fee to transfer money. Such an attitude of a banking institution is very convenient for recipients of deposit reimbursement.

In addition to the application, the following documents must be submitted to the Sberbank branch:

  • the passport;
  • savings book (if the original is available);
  • a statement about the loss of a savings book (if this happened). Information about all accounts and operations on them is in the bank's database.

The heirs, to whom the deposit was transferred by will, must, in addition to the specified documents, provide notarized:

  • depositor's death certificate;
  • will.

In the case when the receipt of compensation, for various reasons, is carried out by an authorized representative, he must additionally provide a certified power of attorney:

  • the medical institution where the contributor is located;
  • a notary or the head of the institution where the owner of the deposit works or studies.

Provided that the account was closed from 1992 to 2017 inclusive, the depositor needs to submit an application at the bank branch.

Upon completion of the application and making copies, the originals of the documents submitted to the Sberbank branch are given to the person who provided them.

The amount of compensation received by the owner of the deposit is displayed:

  • for deposits that are being closed - in an expense cash warrant signed by the recipient of compensation. Previously, before signing the order, you should look at the amount indicated in the document. If you have questions about the amount specified in the order, you must suspend the receipt of payment and recheck the calculation. It is advisable to take one copy of the warrant;
  • for deposits that have not yet been closed - the actions for accruing compensation and its specific amount are displayed in the passbook. The savings book remains with you.

If a situation arises when you have submitted the required set of documents, and Sberbank refuses to accept them and pay compensation, then this behavior can be appealed in court. A court decision that has entered into force should be submitted directly to a banking institution for compensation, or to the bailiff service for the purpose of enforcement.

If the depositor, or his heir, has any existing account opened with Sberbank, after submitting a written application, compensation can be transferred to him.

The application is considered within a period of time that does not exceed 30 days. Bank employees make copies of all submitted documents. The originals are taken by the depositor or his representative. After the payment of compensation is approved, bank employees inform the depositor about it. In the future, no one controls where and what this money will be spent on. Citizens can spend them as they see fit.

Clients of the Sberbank Online program have the opportunity to fill out an application electronically using their personal account. But when visiting the bank, during the payment of compensation, it will be necessary to sign the application.

The calculation of the amount of compensation paid in deposits is carried out in the following order:

1. Depositors born before 1945 are paid compensation in the amount of 3 times. The period of deposit placement is taken into account using the coefficients:

  • if the deposit is still open - indicator 1;
  • if the depositor closed the deposit from 1996 to 2017 - 1;
  • if the contracts were terminated in 1995 - 0.9, 1994 - 0.8, 1993 - 0.7, 1992 - 0.6.

2. Citizens who received compensation earlier, according to Government Decree No. 1092 of December 25, 2009, do not receive it a second time.

3. To calculate the amount of compensation to be paid, the following formula is used: (О*К*3) - Р, in which, О is the balance of money on the deposit as of 06/20/1991, К is the applied coefficient, Р is the money given to the depositor or his heirs from the contribution, 3 - three times the size.

When calculating the payment according to the formula, it is necessary to focus on the fact that the contribution as of June 20, 1991, most likely, will consist of two parts:

  • money on deposit (the account number is in the savings book);
  • money on a special account, which was opened by Decree of the President of the USSR dated March 22, 1991 No. UP-1708. This account was opened for those depositors who, on March 1, 1991, had an amount of money equal to 200 rubles or more on their deposit. This Decree for citizens was a one-time increase in the amount of their savings by 40%.

The increase was as follows:

  • for the amount of the deposit up to 200 rubles inclusive - the amount available on the account increased. It was allowed to spend this money from 07/01/1991;
  • for a deposit of more than 200 rubles, the money was credited to a special account. It was possible to spend these funds in three years.

When the depositor receives compensation on his deposit, he should clarify the information as to whether the resources from the second account are included in the compensation payment.

Compensation for Sberbank deposits until 1991 is still provided today. Who can apply for funds, where to apply, what documents are required to make payments? Everything is detailed in this article.

Cash compensation on Sberbank deposits: return procedure

In 1995, legislation was passed allowing citizens to be compensated for deposits made before the collapse of the USSR in 1991. The Sberbank of Russia was appointed as the authorized financial structure for the return of debts. A corresponding item of expenditure is planned in the state budget for 2017. The institution will consider applications from the population for another two years - until 2019. Annually, funds in the amount of 5,500 thousand rubles are allocated for these purposes. The last changes to the law on payments were made in 2009 based on the order of the Government of Russia No. 1092.

For all questions, you can ask a question by calling the support service of Sberbank of the Russian Federation or through the online application form.

Who will receive compensation for Soviet deposits: reasons

Categories of citizens who have the right to receive deposits with compensation are prescribed every year in the regulatory act on the formation of the budget for the next year. In 2017, these include persons who placed deposits with Sberbank of the USSR:

  • born in 1945 inclusive;
  • having account balances;
  • the period of placement of funds until 06/20/1991.

The amount is tripled, the face value of monetary units is taken into account. What matters is the period of placement of funds on the account, minus the amounts and commissions provided for their storage and provision of banking services. Citizens born between 1945 and 1991, who are entitled to deposits as heirs, receive compensation in the double amount.

Depositors who died from the beginning of 2001 to the present day are provided with compensation in the form of payment for funeral services at the expense of deposits placed in the Savings Bank of the USSR. The maximum amount is 6,000 rubles.

Heirs can receive any compensation for the contributions of testators born before 1991. Payments are made minus the previously provided funds, including those to cover expenses in connection with the organization of the funeral. Refunds are not made to those account holders with the Sberbank of the USSR who closed deposits from June 20 to the end of 1991, as well as those who received compensation earlier.

According to the law of December 19, 2006, at the expense of funds transferred for storage to a state bank before the collapse of the USSR, it is possible to reimburse the cost of ritual services in the amount of 6,000 rubles if the account balance is at least 400 rubles. If the amount was left less, then the heirs or other persons organizing the funeral are provided with compensation in the amount of the balance on the deposit, increased by 15 times in terms of Russian currency.

Can not depositors and their heirs without Russian citizenship, as well as persons who are citizens of a foreign state or who do not belong to any country, qualify for payments. If a citizen lives in a foreign country, but retains Russian citizenship, he can apply to Sberbank of Russia to receive payments. The heirs provide in the original a certificate from a notary public on the receipt of property from the deceased person. No recurring payments. That is, if depositors applied for one time and they were given compensation, the bank is not authorized to provide funds again.

How to receive compensation on deposits of Sberbank of the USSR

It is not necessary to contact the branch that opened the account, since their network has undergone significant changes in recent decades. In Russia today there are 17 territorial divisions of the bank. The branch network includes about 19,000 offices. A small commission is charged for the transfer of the amount, which is convenient for recipients.

To receive money, you need to submit an application to any office of Sberbank of Russia and provide a savings book in the original, and if the depositor has already died - confirmation of the fact of death, on which a note is made of the issuance of money. If the deposit was inherited by will, a notarized document is required.

When applying to a representative institution, it is necessary to provide a power of attorney certified by a medical institution where the depositor is under supervision, a notary or an organization where the owner of the deposit works or studies. If the savings book was previously lost, then you need to write an application for its restoration. Information is stored in the database of Sberbank of the Russian Federation and on accounts.

Compensation for a closed deposit is provided only upon presentation of a power of attorney signed in the presence of a notary. If the account has been closed, an application is filled out on a special form, which can be found on the website of Sberbank of Russia or asked at a branch of a credit institution. After completion of all procedures, the original documents are returned to the owner, heir or trustee.

Payments to citizens of the former republics that are part of the former USSR are not provided.

If, when providing a complete set of documents, Sberbank of Russia should be refused, it can be appealed in court by filing a statement of claim. The order of the state body that has entered into force is presented directly to the bank for making payments or to the bailiff service for enforcement. The operation for the issuance of funds is confirmed as in the usual receipt of money by an employee of the Savings Bank of Russia on an account cash warrant with a note on the provision of compensation for a frozen deposit. If a depositor or his heir has a current, pension, salary or other account with Sberbank of Russia, then funds can be credited to it upon a written application.

Consideration of the application lasts no more than 30 days. Copies are made of all submitted documents, certified by bank employees, the originals are returned personally to the depositor or representative by proxy. After approval, the funds are credited to an account with a credit institution, and the recipient is notified of this. Subsequent actions on the disposal of money are not controlled: they can be spent on utility bills, communications, cash withdrawals, transfers to a card or other account, etc.

Sberbank Online customers have access to an electronic form for filling out an application in their personal account. However, when contacting the bank to receive payment, the documents will need to be signed by hand or by a power of attorney certified by a notary.

Payments on old Sberbank deposits are calculated according to the following rules:

  1. Depositors born before 1945 are compensated 3 times. The term of its placement is taken into account using the coefficients:
  • currently open – indicator 1 applies;
  • closed in the period from 1996 to 2017 - 1;
  • to terminated contracts in 1995 - 0.9, during 1994 - 0.8, in the period 1993 - 0.7 and 1992 - 0.6.
  1. Those who have previously received a refund cannot apply for their receipt again on the basis of clause 6 of Government Decree No. 1092 of 12/25/2009.
  2. The formula is used to calculate: (O ν × K k × 3) — R k, when O ν means the balance of the contribution on June 20, 1991, K k is the applied coefficient, and Rk– funds received by the depositor or his heir on account of the deposit, 3 - three times the size.

You can get the exact cost of compensation using the Sberbank electronic calculator on the page.

The deposit was placed by a person born in 1951. The contract with the bank has not been terminated at the moment. Account balance 4,800 rubles. In 2012, compensation was provided in a 3-fold amount. In 2015, a citizen applied to a branch of Sberbank to receive a payment. On the basis of clause 6 of Decree of the Government of the Russian Federation No. 1092, he was denied the issuance of funds in connection with a repeated appeal.

Example #2

First, the amount of compensation received for depositors is calculated. To do this, you can use the electronic calculator on the website of Sberbank of Russia.

So, with an account balance on the date of 06/20/1991 of the amount of 3800 rubles. with a closing date of 1992 with the year of birth of the investor in 1964, a payment of 200 rubles was made earlier. The deposit is entitled to 2-fold compensation, since the depositor was born in 1964, that is, in the period from 1945 to 1991. The amount of 3,800 rubles was left on the passbook. The due factor is 0.6 since the contract was terminated in 1992. The final payment will be 4,380 rubles. based on the following calculation:

((3800 rubles * 0.6) * 2) - 200 rubles. = 4 380 rubles.

Accordingly, 200 rubles. - previously provided payment on the deposit.

Example #3

The deposit was placed on the account by a citizen born in 1931. The balance of funds amounted to 8,200 rubles. In 2015, the heirs applied for money. It is impossible to receive money under this agreement, since the account was closed before 12/31/1991.

Compensatory payments of Sberbank on Soviet deposits are reflected in the expenditure cash order. The recipient's signature must be affixed to the payment document. The expenditure of funds is also reflected in the savings book. Before signing, it is necessary to check all the information, if the recipient has a question about the amount, then it is better to reschedule the procedure and request a recalculation.

A draft law from the Ministry of Finance has been submitted to the Russian government on increasing the balance of payments by 4 times. The document also indicates plans to close payments on deposits in the Sberbank of the former USSR until 2012. The act was approved by the Ministry of Justice and the Ministry of Internal Affairs, but the Ministry of Economic Development has not yet approved it, so it is subject to further development and approval.

Conclusion

As you can see, the procedure for receiving money on account of deposits in the Sberbank of the former USSR is quite simple. The main points are spelled out in a single regulatory act, the conditions for issuing and calculating are transparent. The amounts of payments are low, a two- and three-fold coefficient does not compensate for the expenses of that time, but the state returns the funds in a simplified manner, especially since such an item of expenditure is included in the budget for each year. That is, the probability of failure due to lack of funds is zero. It is important that not only depositors, but also their heirs can receive money when they provide documents confirming the balance of funds on a frozen deposit and the right to make a payment.

Most recipients of money express dissatisfaction with the current legislation and small amounts of payments. This area is expected to be reformed. On the one hand, the Ministry of Finance announces plans to establish a quadruple compensation, on the other hand, it announces the termination of payments until 2021. It is quite difficult to predict what the next changes will be. It probably depends on the distribution of state budget funds and the economic situation in the country.

This year, the Government of the Russian Federation continues to make compensation payments to the population on Sberbank deposits made before 1991. Payments are made on the basis of the Law of the Russian Federation N 73-FZ, adopted on May 10, 1995 No.

Approximately 40 million people at that time entrusted their savings to Sberbank. To fulfill guarantee obligations to contributors to the federation's budget for 2018-2020. pledged 5.5 billion rubles annually.

According to estimates, the approximate amount of savings invested in Sberbank at the end of June 1991 was 315.3 billion rubles. Since 1996, the government has been taking measures to restore lost savings. First of all, socially vulnerable segments of the population - the disabled and pensioners - received compensation.

Citizens who had funds left in savings books and who had not previously received compensation, whose year of birth was not later than 1991, can count on the reimbursement of the USSR's deposits. Please note that payments are due exclusively to citizens of the Russian Federation. There are categories of persons who cannot qualify for reimbursement of deposits in 1991:

  • citizens born in the year 91 or after;
  • persons who opened and deposited funds into the account after June 20, 1991;
  • if the deposit was closed from 20.06.1991 to the end of 1991;
  • subject to full compensation payments;
  • in the event of the death of the contributor, if the successor does not document the degree of his relationship.

How in 2018 will the payment of compensations on deposits made in 1991 take place?

In order to make compensation payments to the population, it is necessary to reassess the frozen funds, to correlate the Soviet ruble with the Russian ruble. For these purposes, the contributions of the USSR will be indexed. The amount of compensation directly depends on age: persons born no later than 1945 will receive a threefold increase in the balance of savings, and citizens born from 1945 to 1991 will receive only a twofold increase in the balance of funds in the account.

For example, if the balance of savings on the passbook was 4 thousand rubles of the USSR, and the owner of the deposit was born in 1943, then he will receive 12 thousand rubles of the Russian Federation in compensation (4000 times 3), and if the same amount was in the account of the depositor born in 1947, he can only count on 8 thousand rubles in compensation (4000 times 2).

For payments, you should come with the original passport and passbook to any branch of Sberbank. Bank employees will offer you to fill out the appropriate application form. In case of loss of the passbook, it is necessary to provide a document confirming the loss. Also, if it is impossible for the depositor to come personally to the branch, then you can instruct your representative to do this by issuing a notarized power of attorney for him.
