The lowest prices we have ever seen are 20-22 thousand rubles in Russia, but they are very rare, more often we came across options of 25-27,000 rubles, but generally the price of tickets for a Moscow-Dominican Republic charter is from 40,000 rubles per person . The cost of charters drops lowest when there is less than a week left before departure, but even here you should not expect that it is guaranteed to drop to a pleasant 22,000 - 25,000 rubles round trip. 🙂
