Program funding

Activities for the rehabilitation of disabled people are financed from the national budget of the country. Federal cash are allocated to equip people with disabilities with technical means, as well as to provide services that are included in a special state list.

Money may be allocated from regional budgets for the provision of services and technical equipment that are not included in the above list, but are provided for by individual programs.

The procedure for obtaining an individual program: step-by-step instructions

As a rule, IPR is issued simultaneously with the award of disability. If for any reason you do not have such a document or its validity period has expired, follow these instructions:

Stage 1. Visit a specialized doctor at a clinic located near your place of residence.

Stage 2. Receive a referral from your doctor for a medical and social examination (certificate in form number 088/у-06). The clinic worker must register everything necessary measures on rehabilitation. Be sure to check this moment.

Stage 3. Contact the territorial department of the GBMSE - the body that conducts medical and social examinations. However, if you have a visual impairment, you should receive the program in specialized centers examination. If a disabled person is a person with intellectual or psychological feature, the card is obtained from the examination bureaus, which are located next to psychiatric hospitals.

Stage 4. Get the program. It is drawn up in two copies: one is attached to the act of medical and social examination, the second is given to the disabled person himself or his legal representative.

The program is compiled:

  • for 12 months;
  • for 24 months;
  • indefinitely (for adults);
  • until reaching adulthood (for a disabled child).

Stage 5. Within three days from the moment the citizen passes the examination, the program is sent to the department executive power, which is responsible for the relevant field of activity. In turn, the executive body is obliged to organize work to draw up an action plan for the rehabilitation of the disabled person within three days. At the same time, deadlines and names of responsible persons are indicated. A report on the implementation of measures for the rehabilitation of a disabled person is submitted to higher authorities no later than 30 days before the end of the program.

Changes or additions cannot be made to the program. If such a need arises, you should re-pass the examination and receive a new individual program.

Individual rehabilitation program map

The form of the program was approved by order of the Ministry of Health and Social Development of Russia number 528N dated July thirty-first, two thousand and fifteen. The map consists of several sections.

At the very beginning, information about the citizen is indicated:

  • personal data;
  • professional skills;
  • education;
  • about the presence and duration of work experience;
  • information about how limited a person’s capabilities are;
  • what disability group is assigned to the citizen;
  • additional important information about a disabled person.

In addition, at the beginning of the document it is displayed for how long the card was issued.

The program includes the following sections:

  1. Medical rehabilitation.
  2. Rehabilitation in the professional sphere.
  3. Rehabilitation of a person in society.
  4. What services and technical means necessary for the recovery of a person with a disability.
  5. Sports, recreational, physical education events.
  6. Products and services for rehabilitation that are provided to a disabled person at the expense of the state.
  7. What types of help can be provided to a person.
  8. Psychological and pedagogical rehabilitation (section only for cards of disabled minors).
  9. Products and services for the purchase of which funds from maternity capital can be spent.

Rehabilitation facilities provided by the state

IN individual program means of rehabilitation for disabled people are indicated. Some are provided by the state free of charge, others will have to be purchased yourself. The list of funds that are paid from the federal budget is approved by the Russian Government. Unfortunately, it's pretty sparse. The state pays only the essentials to provide a disabled person with acceptable living conditions:

  • provision of the necessary product (for example, canes, strollers, etc.);
  • repair of a product that was previously issued;
  • free travel for a citizen officially recognized as disabled (and sometimes for an accompanying relative) to the institution that is prescribed for visiting;
  • if the presence of the disabled person himself is necessary for the production of CTP, the state pays for his accommodation;
  • reimbursement of travel expenses if the disabled person paid out of pocket.

According to the list of CTPs adopted by the Government, the following are considered:

  • mobility aids (for example, strollers);
  • means that facilitate self-care for a person with disabilities (for example, special devices for dressing and undressing independently);
  • means for communication, orientation (for example, equipping the blind with guide dogs);
  • CTP for education and work (eg books for the blind);
  • prostheses, Hearing Aids, orthopedic shoes etc.;
  • sports equipment, exercise equipment.

To obtain a CTP, contact your nearest Social Security office. You must have a set of documents with you:

  • a written request (application);
  • identification document of a disabled person (birth certificate of a minor or passport of a citizen over fourteen years old);
  • rehabilitation program issued by the authorized body;
  • document on social insurance (if this paper is not available, a request will be made to the Pension Fund).

The application is considered no more than fifteen days. As a result, you will be given one of the following documents:

  • free travel card;
  • direction for the production of the product you need;
  • a message that you have been registered and, when it’s your turn, you will be given a CTP.

Compensation

Some services, activities and products needed for recovery may be provided free of charge by the country. A person will have to purchase some of them himself, and subsequently the state will compensate for the costs using funds from the budget.

If the technical equipment specified in the above list was purchased with one’s own money, the disabled person or his legal representative has the right to receive compensation.

If you refuse a technical device or a rehabilitation program altogether, you will not be able to receive compensation for its purchase.

What documents must be provided to receive compensation?

When calculating the amount of compensation, the following important points are taken into account:

  • its size is equal to the amount of expenses for the purchase of technical equipment provided for by the individual program;
  • it cannot be more than the cost of the technical equipment that would be provided to a disabled person by the state.

The set of documents for receiving compensation includes:

  • a written request - an application (a sample can be viewed at the FSS office);
  • documents that prove that you incurred expenses for the purchase of technical equipment (checks, receipts, etc.);

  • insurance (SNILS).

The decision to issue compensation is made within thirty days from the date of submission of documents. Money can be received within thirty days from the date of approval of the request. If you have not been compensated, you have the right to file a complaint.

Product repair

Repair of previously issued technical equipment is carried out free of charge. But whether repairs are necessary or not must be decided by an expert. To achieve this, write a corresponding application to the local FSS office. The examination will be scheduled within fifteen days from the date of filing the petition.

Show the product in need of repair to the specialists. If this is not possible, the equipment can be inspected at home. If you cannot provide the experts with a product due to a disabled person’s illness, you will need an appropriate medical certificate.

Based on the examination carried out, specialists must draw up a conclusion. One copy must be issued to the disabled citizen himself or his legal representative. In the conclusion, the expert indicates why the product was damaged and what repairs need to be made. If the technical equipment cannot be repaired, the conclusion must contain a mention of the need to replace the product with a new one.

After you receive the expert's opinion, contact your local FSS office again and bring two documents with you:

  • expert opinion;
  • a written request from a citizen with a disability or his legal representative.

Replacing a product with a new one

You may be given a new product to replace your old one in the following cases:

  • the old product is broken and cannot be repaired;
  • The previous product has expired.

Replacement of a broken or expired product is carried out on the basis of a written request from the disabled person (his legal representative). The decision is made by the FSS branch.

The terms of use of a particular product for people with disabilities are specified in Order number 1666H of December 27, 2011. The document was issued by the Ministry of Health and social development Russia.

Directions

A disabled person (and, if necessary, his legal representative) is issued a special personal travel ticket for each type of vehicle or a special coupon. A coupon or travel ticket is issued for travel to the place of treatment, if this is provided for by the individual rehabilitation program. A citizen and an accompanying person receive a benefit for free travel for four trips to the destination and for four trips in the opposite direction.

You can use one of the modes of transport listed below:

  • road transport (any, except taxi);
  • trains;
  • ships, ferries, etc.;
  • airplanes (only economy class tickets are free).

Compensation if you paid for your travel yourself

If you paid for travel to your treatment or rehabilitation facility out of pocket, you are entitled to compensation. If you need to manufacture a product in outpatient setting, travel to the organization is also paid for by the state.

To get your money back, prepare the following documents:

  • travel documents (tickets);
  • confirmation that the trip was necessary (the document is in writing. Issued by the organization that manufactures the technical device).

How is accommodation paid if the device is performed on an outpatient basis?

In this situation, the living expenses of the disabled person and his accompanying person are borne by the institution that manufactures the technical equipment. Subsequently, these costs are compensated by the social insurance fund. The state pays for a maximum of a week's accommodation in the place where the product is manufactured. Funds can be allocated from the budget for two weeks of accommodation if two conditions are met:

  1. One trip should be enough for the organization to manufacture the product.
  2. The citizen and his accompanying person live far from the institution where the product is made.

In cases where a technical means of rehabilitation and (or) service provided for by an individual rehabilitation program cannot be provided to a disabled person, or if a disabled person has purchased an appropriate technical means of rehabilitation and (or) paid for the service at his own expense, he is paid compensation in the amount of the cost of the acquired technical means of rehabilitation and ( or) the service provided, but not more than the cost of the corresponding technical means of rehabilitation and (or) services established under government contracts concluded in the Penza regional branch of the Fund. Amount of compensation for TSR
