K is the ratio of the standard duration of the insurance period (in months) as of the specified date to 180 months. The standard duration of the insurance period until a disabled person reaches the age of 19 is 12 months and increases by 4 months for each full year of age starting from 19 years, but not more than up to 180 months;

B - fixed basic size of disability pension.

You can see the basic size of the labor pension in the following table.

The basic size of the labor pension is affected by:

  • disability group
  • number of dependents

In 2005, as part of the next pension reform, the concept of EDV was introduced - a monthly cash payment, which was intended for citizens who refused to receive social benefits. Only federal beneficiaries, recognized as such on the basis of federal regulations, could become recipients of the EDV. As of 2018, the list of categories of such citizens includes 46 items. Among the main ones:

  • disabled people of groups 1, 2, 3;
  • disabled children;
  • combat veterans;
  • WWII veterans;
  • Heroes of the Russian Federation, USSR;
  • liquidators of the Chernobyl accident;
  • former concentration camp prisoners;
  • citizens who are “residents of besieged Leningrad,” etc.

The monthly cash payment is intended to replace all existing social benefits, that is, it is the main tool for their monetization. In other words, the need to introduce EDV is caused by an attempt to compensate for losses from non-use of benefits by their legal recipients. In the case of pensioners and disabled people, this social payment becomes a significant increase in pension. The main regulations governing the accrual of EDV are the Federal laws:

  • No. 122-FZ “On Amendments to Certain Legislative Acts of the Russian Federation” dated August 22, 2004 (as amended on July 3, 2016);
  • No. 5-FZ “On Veterans” dated January 12, 1995;
  • No. 181-FZ “On social protection of disabled people in the Russian Federation” dated November 24, 1995

About the set of social services (NSS)

By law, the monthly cash payment includes a certain set of services provided in in kind. This means that EDV recipients can expect either a payment without taking into account the GST (when using these services), or a payment taking into account the GST (without using services, the cost of which in this case is included in the amount of the EDV). The set of social services includes (indicating their cost as of 2018):

  • Issue free medicines, prescribed by attending physicians, as well as medical equipment and special medical nutrition products for disabled children - 766 rubles.
  • Receipt free travel to the sanatorium if available medical indications- 118 rubles;
  • Free use of suburban railway and any intercity transport when going to the place of treatment and back - 110 rubles.

EDV size in 2018

In February 2017, another indexation of the EDV took place, which established the following payment amounts:

  • For disabled people of group III, from February 1, 2017, the monthly cash payment is 2022,94 ruble
  • For disabled people of group II from February 1, 2017, the monthly cash payment is 2527,06 rubles
  • For disabled people of group I, from February 1, 2017, the monthly cash payment is 3538,52 rubles
  • The amount of monthly cash payments to disabled children from February 1, 2017 is 2527,06 rubles
  • The monthly cash payment to combat veterans from February 1, 2017 is set at 2780,74 rubles
  • The monthly cash payment to participants of the Great Patriotic War from February 1, 2017 is set at 3790,57 rubles
  • The monthly cash payment to disabled people of the Great Patriotic War from February 1, 2017 is set at 5054,11 rubles
  • The amount of EDV for citizens who became disabled as a result of the Chernobyl disaster since February 1, 2017 is 2527,06 rubles + daily allowance per disability group.

Typically, the size of the EDV is revised once a year - along with the next planned indexation of pensions. The main indicator for indexing the UDV is the inflation rate. In 2018, the size of the indicator coefficient should be about 4.5-5%, which will correspond to the inflation rate for 2017.

Each EDV recipient is required to inform the Pension Fund about his desire or unwillingness to use a set of social services. In 2018, the corresponding accruals will be made according to data received by the Pension Fund before October 1, 2017.

EDV in 2018 from February 1

The next indexation of the EDV is planned by the Government of the Russian Federation for February 1, 2018. It is known that the increase will be about 4% - this is exactly the figure cited by official sources, although the final decision, enshrined in the Decree of the Government of the Russian Federation, has not yet been issued.

For reference: on an annual basis for 10 months of 2017, official inflation in the country was 2.7%.

EDV to combat veterans in 2018

When accruing and paying EDV for veterans during combat operations, Pension Fund specialists use a more detailed classification of citizens of this category. The Pension Fund distinguishes between ordinary WWII participants and WWII veterans with disabilities. Separate payments are due to the parents and spouses of deceased military personnel equated to participants in the Second World War, etc. In addition, representatives of some subcategories can count on additional material support provided for by the Decrees of the President of the Russian Federation issued in 2005 (No. 363 of March 30, 2005, No. 887 dated August 1, 2005) These regulations increase the EDV by 500 or 1000 rubles (depending on the subcategory).

In 2018, the monthly allowance for combat veterans will be 2,780.74 rubles, and Federal Law No. 5-FZ names those who took part in hostilities as recipients of these funds:

  • military personnel (including those in the reserve - pensioners);
  • "Afghan warriors";
  • employees of law enforcement agencies (Ministry of Internal Affairs, Federal Security Service, Federal Penitentiary Service, etc.);
  • conscript citizens who participated in military training;
  • military personnel who carried out mine clearance tasks in the period from 1945 to 1951;
  • participants in post-war combat minesweeping operations in the fleet from 1945 to 1957.

As for pensioners who are labor veterans, there are no citizens with this status on the federal list of recipients of monthly cash payments. At the same time, Article 22 Federal Law No. 5-FZ indicates that any additional or one-time payments to labor veterans can be assigned at the regional level.

Amount of EDV for disability in 2018

According to the provisions of Federal Law of the Russian Federation No. 181 “On social protection of disabled people in the Russian Federation” dated November 24, 1995, the Pension Fund is obliged to calculate the values of the monthly allowance separately for each category of persons with disabilities. It is planned that from February 1, 2018, the current payment amounts will increase by 4%.

When making a decision medical and social examination about the assignment of another disability group, the recipient of the EDV is obliged to notify the Pension Fund specialists about the changes that have occurred. Recalculation of monthly payments will be carried out starting from the date of such decision.

An important clarification: in some cases, disabled people may have other grounds for receiving a monthly cash payment. In such situations, the recipient of the payment is allowed to choose any of them so that the Pension Fund has accurate information on the amount of the payment due.

Monthly cash payments to regional beneficiaries

Many subjects of the Russian Federation actively use their right to assign monthly cash payments, as well as to provide all kinds of social benefits to citizens who are or are not included in the list of categories of “federal beneficiaries,” for example, pensioners. Another common example is the provision of EDV to labor veterans: for example, in Moscow such citizens receive monthly cash payments in the amount of 495 rubles, and in the Krasnoyarsk Territory such assistance is 300 rubles per month.

We have to talk about indexation of the monthly allowance assigned at the regional level only when regional authorities find money to increase the amount of payments. They do not have any obligation to carry out annual indexation; moreover, many entities are not at all ready to spend their budget money on such needs. In some places this is compensated by the provision of various tax and social benefits: tax deductions, exemption from transport or property taxes, provision of discounts on travel on commuter trains, etc.

Volumes of material and non-material support for beneficiaries, incl. ordinary pensioners, vary greatly depending on the subject of residence, therefore, disabled people, military veterans, and other current or potential recipients of EDV are strongly recommended to contact any nearest Multifunctional Center, where you can always get comprehensive information about all the required benefits, allowances and payments. And since changes in legislation occur annually, such visits to the MFC should also be regular. We also must not forget about our legal right to monetize certain benefits, which in certain cases can take the form of one-time payments or monthly benefits.

The payment provided to disabled people of various categories, veterans and other needy persons once a month, designated as EDV, is social support. In addition to a certain amount, the EDV includes a set of social benefits. services or NSO (free travel, vouchers, etc.). The EDV has been in effect since 2005 with the goal of providing people with disabilities and other socially protected persons with acceptable living conditions. However, since 2019, EDV has not been paid to working pensioners. Read on to find out what features are inherent in the cash payment in question, under what conditions and how much you can count on.

Who is entitled to EDV and where to apply?

They have the right to apply for social assistance:

Persons with acquired or disability from birth (childhood);

Former concentration camp prisoners who were under 18 years of age at the time of captivity;

Heroes and holders of the orders of labor and glory;

Victims of the Chernobyl accident;

Combat veterans.

It is also possible to issue EDV for a third child born after 2012 and living in a region with a difficult demographic situation.

Grounds for paying EDV to disabled people

First of all, it is important to have a disability group (1,2 or 3). This fact is confirmed by an extract from the report received during the survey within the framework of ITU. Among other things, EDV is awarded to disabled people who belong to a special category - these are combat disabled people. WWII, those who suffered as a result of man-made disasters and prisoners of concentration camps.

Depending on the basis, one or another amount is formed. If there are several grounds (for example, we are talking about a disabled person of group 1, a former prisoner of a concentration camp), the applicant is given the opportunity to choose on which of the two grounds he will receive money.

As for obtaining information on the nuances regarding payments, its main source is the Pension Fund of the Russian Federation. In the territorial office of this institution, specialists must:

Determine the grounds for obtaining EDV;

Help write the appropriate application;

Tell me what documents are required, what is missing, etc.

The application should be made at the applicant’s place of residence.

How is the monthly cash payment for disabled people calculated?

When determining the amount, take into account various factors. The maximum in rubles is 5000, and the minimum is 600. For example, the category to which a disabled person belongs is taken into account. Those who have the status of a hero of the Russian Federation, the USSR, are a holder of the Order of Glory, the Order of the Customs Union, etc. have the right to count on the summation of payments.

Steps to register EDV

The algorithm as a whole consists of three specific steps:

1. After assigning a disability group, you can immediately submit documents to the Pension Fund.

2. As soon as the papers are accepted, they are checked (usually no more than 10-15 days from the date of application). If everything is in order, specialists generate a notification about the accrual of EDV.

3. Direct assignment and issuance of funds, occurring from the 1st day of the month following the month of circulation. A specific amount will be added to the pension every month.

What documents does a disabled person need to accrue EDV?

Based on the previously mentioned grounds and the category of citizen, you will need to collect a package of documents with minor differences. In general, you may need:

Passport or residence permit;

Application for payment;

Extract from the ITU act (as evidence of disability of 1, 2 or 3 groups)

A document giving an idea of the preferred method of delivering funds.

A disabled person from combat or WWII will need appropriate identification (for example, a military ID, etc.). And the extract from the act states that there is a direct connection between the disability group and the injury.

If the applicant survived the consequences of a man-made disaster, he cannot do without a certificate of the Chernobyl nuclear power plant liquidator, as well as an extract indicating that the group was assigned as a result of radiation exposure, radiation sickness, etc.

Experts recommend submitting documents before October 1 of the current year.

Features of filing an application for payment of EDV

Only a correctly executed document will be accepted for consideration, so we pay attention to the points that are mandatory:

Full name of the applicant and his passport details;

Exact residential address, plus obligations to submit data if the place changes;

The basis on which the amount of payment will be determined;

Date of application with signature.

Accompanying papers are attached to the application. If a guardian or relative is involved in the registration, you will need a certified power of attorney. The payment will be counted from the date of application for it, but at this moment the disabled person must have the right to receive funds.

Please note that if there is no account, representatives of the Pension Fund of Russia will open one to transfer the amount. If the recipient is a minor or incapacitated, the account is created in the name of his representative. And if the beneficiary dies, funds not withdrawn from the account can be inherited.

Amount of daily allowance for disabled people in 2019

The payment is fixed and, for example, for disabled people 1 group from February 1, 2019 is equal to3.782,94 rubles. The size of the payment can be influenced by choosing the form of NSS (in kind or cash).

At the same time, disabled people 2 groups are entitled to 2,701.67 rubles, A third group - 2,162.62 rubles. And here changes are possible if, say, a person has a disability group and is a participant in the Second World War. Then he has a chance to receive a payment based on one of the bases (as a rule, the one that is larger is accrued).

NSO for disabled people

A set of social services is included in the EDV and, if desired, can be replaced by a specific amount. In 2019, for example, disabled people of groups 1, 2, 3 will be charged 1,121.42 rubles (monthly) if they refuse the NSU. In general, holders of all categories of disability receive the following benefits:

Free trip once a year to the place of treatment (the benefit also applies to the accompanying person);

Providing orthopedic shoes and dental prosthetics services free of charge;

Free dressings, medicines and medical products, if they have a doctor’s prescription;

Medicine provision within 863.75 rubles;

Vouchers to a sanatorium (up to several times during the year);

Shortening the working week (if we are talking about a disabled pensioner);

Non-competitive admission to a university, etc.;

Discounts on public transport;

30 days vacation if work week is 6 days;

Ability to work 35 hours a week without salary reduction;

50% discount on payment for utilities;

Right to buy land plot close to your place of residence;

Caring for those in need, providing food and other assistance.

It is necessary to formalize the refusal from the NSO in full or in part and write an application for the issuance of money before October 1 of this year.

Changing the group and paying EDV to disabled people

If a lower or higher group was established, payments are subject to recalculation. This will happen on the basis of an act that will be received by the Pension Fund from ITU Bureau after examination. That is, you do not need to write an application.

If the disability group gives the right to issue EDV in larger size, it will be paid from the date of assignment of the new disability group. When the payment is reduced, it is accrued from the 1st day of the month following the one for which the previous disability group was assigned.

When does EDV increase?

This payment may change as a plus every year during indexation. For example, on February 1, 2019, the EDV increased by 4.3%. Also, making a larger payment will allow you to waive the NSO, since the funds are added up.

When is EDV denied?

Reasons for refusal will be:

Lack of status required to assign funds (World War II participant, disabled person, etc.);

Errors when filling out the application;

The documents attached to the application do not comply with the law.

Advantages and disadvantages of EDV

As a rule, a decision is made on appointment or refusal within 10 working days, then another 5 days to convey information about this to the applicant. After which, EDV is prescribed from the date of application(however, not before the right to payment arises), and for the entire period of compliance with the category for which the payment is assigned.

Payments are received for the current calendar month.

  • If a citizen receives a pension, the EDV will go along with it.
  • If a citizen is not a pensioner, then he will need to select a delivery method and submit an appropriate application.

If circumstances arise that affect the change in the amount of payment or lead to its termination, the citizen obliged in a timely manner notify the Pension Fund of the Russian Federation about this.
