WHAT IS KPKG "KSU"

Credit consumer cooperative "Credit Union of Teachers" (CPC "KSU")

was created by decision of a meeting of the initiative group of the Moscow City

organization of the Workers' Trade Union public education and science of the Russian Federation in October 1998

of the year. In fact, the cooperative began its work in April 2003 and has become for many

people as a mechanism for solving such important and urgent social problems as urgent

financial aid. In May 2010, KPC "KSU" changed its organizational and legal form to the Credit Consumer Cooperative of Citizens "Credit Union of Teachers"

(KPKG "KSU").

In the recent past, there were mutual aid funds, which were often the most significant material assistance in making various purchases and satisfying other financial and everyday problems. We can say that KSU KPKG is a mutual aid fund, but in a different, more advanced and modern form.

KPKG "KSU" is a non-profit organization.

KPKG "KSU" is a voluntary association individuals based on membership, created on a territorial and professional basis in order to meet financial needs.

KPKG "KSU" - carries out its activities on the basis of the Charter, the Civil Code of the Russian Federation, the Federal Law of July 18, 2009. No. 190 - Federal Law “On Credit Cooperation”.

CONDITIONS OF ENTRY

Members of the CPKG "KSU" can be individuals - members of the Trade Union of Workers of Public Education and Science of the Russian Federation, who have reached the age of 16 years, who are employees or students in educational institutions of the city.

Moscow, recognizing the Charter and internal regulations cooperative.

Entry procedure:

1. Submit an application for admission to member-shareholders of the KPKG “KSU” (on the cooperative’s letterhead).

2. Provide a passport (a photocopy is made at the cooperative).

3. Provide a certificate of assignment of a TIN to the taxpayer (a photocopy is made at the cooperative).

4. Provide a certificate of employment (on the official letterhead of the institution indicating the position).

5. Provide a certificate from the chairman of the primary trade union organization confirming membership in the trade union.

6. Make an entrance fee - 500 rubles (the contribution goes towards the development of the cooperative).

7. Make a mandatory share contribution - 1000 rubles (the contribution is the property of the shareholder; upon leaving the cooperative upon personal application, the contribution is returned).

8. Make an insurance contribution - 200 rubles (the contribution goes towards the formation of an insurance fund).

9. Pay a membership fee - 50 rubles per month (minimum for two months).

Persons who do not have permanent registration in Moscow must 10.

Membership in a credit cooperative arises on the basis of a decision of the Board of the CCCG “KSU” from the date of making the corresponding entry in the register of members of the cooperative.

A member of a credit cooperative is issued a membership book confirming his membership in the KSU KPKG.

HOW TO GET A LOAN

Members of the cooperative have the right to receive two types of loans from the cooperative’s Mutual Financial Assistance Fund: social and consumer.

A social loan is issued for treatment (including sanatorium and resort treatment), improvement of living conditions, education, weddings, funerals, birth of children and grandchildren, anniversaries at 12% per annum. The type of loan specified in the application must be confirmed by relevant documents.

A consumer loan is issued for purposes not related to a social loan at 15% per annum.

A newly joined member of the cooperative can receive a loan no earlier than three months after joining the KSU KPKG and in an amount not exceeding 50 thousand rubles.

The collateral amount at the time of receiving the first loan must be at least 5% of the amount of the requested loan.

Loan amount: from 20,000 to 200,000 thousand rubles.

Duration: from 6 to 28 months.

The loan amount depends on the amount of the cooperative member’s share contribution.

The collateral amount is determined in the amount that is the following ratio for the loan in the amount:

loans up to 150 thousand rubles - 20%;

loans from 151 thousand rubles to 200 thousand rubles – 25%.

At the time of granting the loan, the collateral amount must be in the personal account of the cooperative member.

When providing trust loans in an amount exceeding 100 thousand rubles, the credit cooperative has the right to demand a guarantee from other members of the cooperative or a petition from the employer and the primary trade union organization. In this case, the loan received is considered joint. Persons participating in joint loan, bear equal responsibility for its return and making targeted contributions for the use of funds from the Mutual Financial Assistance Fund of the KSU KPKG.

HOW TO PLACE PERSONAL SAVINGS

Personal savings are accepted only from shareholders of the KSU KPKG.

Conditions and procedure for attracting Money from members of the cooperative are based on the principles of voluntariness, urgency, payment and repayment.

The investor grants the cooperative the right to use funds in accordance with the Charter of the cooperative to form a Mutual Financial Assistance Fund with its subsequent use for the statutory purposes of the KSU KPKG.

A shareholder of the KSPKG “KSU” has the right to transfer funds to the credit cooperative under an agreement for the transfer of personal savings in the amount of 5,000 to 200,000 thousand rubles. The agreement is concluded on the condition of the return of funds after one year and one day with the payment of target compensation in the amount of 15% per annum (in rubles). When early termination an agreement for the transfer of personal savings at the initiative of the investor, but not earlier than one month later, the cooperative returns to him the amount of transferred funds with the payment of targeted compensation in the amount of 0.5% per annum.

Since any income of citizens of the Russian Federation is subject to personal income tax, the cooperative is obliged to withhold tax from you and transfer it to the budget.

According to Federal law dated July 27, 2010 No. 207-FZ “On amendments to Chapter 23 of Part Two Tax Code Russian Federation", income received under an agreement for the transfer of personal savings (loan agreement) is not taxed if the annual interest rate under such an agreement does not exceed the value of the "refinancing rate of the Central Bank of the Russian Federation + 5%". And only when the annual interest rate exceeds the value of “refinancing rate of the Central Bank of the Russian Federation + 5%”

tax is charged at a rate of 35%. As the refinancing rate changes, the non-taxable portion of income will change.

For example:

The shareholder transferred cash savings at an interest rate of 15% per annum.

The refinancing rate of the Central Bank of the Russian Federation at the time of income calculation is 8.25% per annum.

The tax-free rate will be as follows: 8.25%+5%=13.25% per annum.

The taxable rate will be as follows: 15% - 13.25% = 1.75% per annum.

After taxation, the real income of the shareholder will be 14.39%

The young generation is the foundation of the country's future. The state encourages students educational institutions payment of funds in the form of various scholarships. At the legislative level, support is provided for students who have distinguished themselves with particular success.

The regulatory framework regulates the scholarship of the Government of the Russian Federation for students who have chosen professions in priority areas that develop and modernize the state’s economy.

Conditions for assigning monetary incentives

The conditions that an applicant for such a payment must meet are established by Decree of the Government of the Russian Federation No. 1192.

The following persons can receive a government scholarship:

  • students studying full-time at a secondary school vocational education,
  • undergraduate and graduate students studying full-time at a higher educational institution.
Important! At the same time, applicants must undergo training for a profession that corresponds to the priority areas of development and modernization of the country’s economy.

To be eligible to compete for this award, a candidate must demonstrate outstanding academic and scientific performance. The following conditions must also be met:

  1. Based on the results of the semester, the applicant should not have “satisfactory” grades in exams and tests. In this case, the grades “excellent” should be at least half of the total number;
  2. Systematic participation or victory in competitions and competitions different levels, from regional to international. The candidate must have documentary evidence of these achievements. These successes are assessed one and a half years before the application is submitted;
  3. Systematic participation in scientific, research or engineering activities of an educational institution for a period of at least one and a half years before submitting an application.

This scholarship is provided on a competitive basis.

Rules for selecting candidates

Also, an applicant to receive this type of support from the state must meet the following additional criteria:

  1. During the 2 years prior to submitting your application, you must achieve the following achievements:
    • be awarded for activities in the field of science and research;
    • obtain a patent or certificate confirming his right to intellectual work;
    • receive a grant to work in the field of science and research;
    • win or take a prize in a competition or other event that is aimed at identifying student achievements. The results of competitions at various levels, from regional to international, are taken into account.
  2. Show the following successes throughout the year:
    • publish work in the field of science in an international, state, or regional publication;
    • present your work in the field of research and science at an event.
  3. A student or graduate student undergoing the first year of study must have the following achievements:
    • obtain at least 80 points in a subject that is a priority for admission to specialization studies;
    • win the Olympiad among school students, which will be confirmed by a corresponding diploma or other document. In this case, the profile of the event must correspond to the direction of specialty chosen by the student;
    • get high marks on the state final certification. The candidate should not have C grades. The proportion of A's must be at least half of the total number of grades.
Note! The applicant is assessed for compliance with these criteria by the board of the educational institution. The scientific council of the organization nominates applicants for this scholarship.

Amount and procedure for calculating cash benefits

The scholarship from the Government of the Russian Federation is set in the following amounts:

  • 4,000 rub. for persons receiving secondary vocational education in specialties important to the economy;
  • 5,000 rub. for students at universities;
  • 10,000 rub. for postgraduate students.

Also for persons who have achieved special results in their studies and research activities The following support is regulated:

  • 840 rub. students in secondary vocational institutions;
  • 1440 rub. for university students;
  • 3600 rub. for postgraduate students.

At the same time, the recipient of this support can achieve particular success in one subject or throughout the entire course of study.

This accrual is summed up with other scholarships that the citizen undergoing training receives.

The total number of government payments is limited by quotas. They are established by Government Decree No. 1192 in the following quantities:

  • 500 for graduate students,
  • 4500 for students.

Next, quotas are distributed among the subjects of the country and educational institutions acts of the Ministry of Education and Science of the Russian Federation. According to Order No. 137 of February 15, 2017, for the 2019 academic year they are established as follows:

  • 1500 rub. for students in secondary vocational education institutions;
  • 3500 rub. for students at universities.

The applicant must meet the first position general requirements and two of the additional selection criteria.

Note! This type of payment is assigned annually and paid every month. But the recipient may be deprived of the right to accrual from the Government of the Russian Federation ahead of schedule by decision of the academic council of the educational organization or due to deductions. Procedure for applying for a government scholarship

Government support is provided on a competitive basis in connection with limited quantity quotas In order to participate in the tender, a candidate who meets the conditions and criteria must adhere to the following algorithm of actions:

  1. Collect documentation confirming your merits and successes;
  2. Receive from your scientific supervisor characteristics-recommendation;
  3. Contact the appropriate department at your educational institution;
  4. Fill out an application in the form accepted by the educational organization;
  5. Attach the collected documentation to the application;
  6. Submit an application with documents to the department of the educational institution;
  7. Wait for a decision assessing compliance with the selection criteria by a special commission of the educational institution;
  8. Wait for his candidacy to be considered by the Ministry of Education and Science of the Russian Federation.

The candidate's participation in the competition itself is not required. His compliance with the selection conditions is assessed by the academic council of the educational organization in which he is studying. Special bodies consider candidates in educational institutions:

  • in a secondary specialized institution - the college commission,
  • at the university - faculty commission,
  • in graduate school, a special commission also reviews the application.

After assessing compliance with the criteria, a protocol is drawn up and sent to the Ministry of Education and Science of the Russian Federation for accrual of support.

The competition for the appointment of government payments is held annually based on the results of the previous semester.

Documentation package for payment assignment

The application text must include the following information:

  • information about the official to whom the application is submitted,
  • educational institution data,
  • details of the applicant, his full name, group,
  • the direction in which the applicant is studying,
  • data of the scientific supervisor,
  • a request to consider his candidacy in the competitive selection for the accrual of payments from the Government of the Russian Federation,
  • list of attached documentation,
  • consent to the processing of personal data,
  • date of preparation and personal signature of the applicant.

The list of documentation includes these papers:

  1. a reference from the supervisor, dean or head of the department, in which the applicant’s name must be indicated in full and information about the course in which he is studying is reflected,
  2. copy of the grade book,
  3. a copy of the passport of a citizen of the Russian Federation or other identification document,
  4. copies of papers that confirm participation or victory in various scientific events,
  5. a list of works published by the applicant, consisting of three parts:
    • publications in HAC journals,
    • publications in foreign publishing houses,
    • publications in other publications and texts presented at conferences,
  6. document confirming the issuance of a research grant,
  7. a document confirming the author’s right to intellectual work.
Attention! A student or graduate student cannot simultaneously be an applicant for payment from the Government of the Russian Federation and support from the President of the Russian Federation. It is necessary to decide in advance on the choice of accrual that the applicant wishes to receive.

4.1. Scholarships are awarded to students studying in specialties or areas of higher education training included in the list of specialties and areas of higher education training that correspond to priority areas of modernization and technological development Russian economy, approved by the Government of the Russian Federation.

4.2. Scholarships are awarded to students twice a year in accordance with the selection criteria established by paragraph 5 of these Regulations:

  • for the period from February 1 to August 31 current year- based on the results of the interim assessment of the autumn semester, conducted in January of the current year;
  • for the period from September 1 of the current year to January 31 of the next year - based on the results of the interim certification of the spring semester, conducted in June of the current year.

4.3. Applicants for scholarships from among students of the second and subsequent years of study must satisfy the criterion established by subparagraph “a” of paragraph 5 of these Regulations, and one or more criteria established by subparagraph “b” of paragraph 5 of these Regulations.

Applicants for scholarships from among first-year students must satisfy the criterion established by subparagraph “a” of paragraph 5 of these Regulations, and one or more criteria established by subparagraphs “b”, “c” and “d” of paragraph 5 of these Regulations, depending on the level of education.

4.4. Quotas for scholarships are established by the Ministry of Education and Science of the Russian Federation in proportion to the number of students studying in specialties and areas of training included in the list specified in paragraph 4.1 of these Regulations.

4.5. Each institute is allocated a quota in proportion to the number of students studying in specialties and areas of training included in the list specified in paragraph 4.1 of these Regulations. If there are no applicants at the institute within the allocated quota who meet the selection criteria, the unused quota is distributed to other institutes that have applicants.

4.6. Students included in the list of applicants for the appointment of scholarships of the Government of the Russian Federation in priority areas cannot simultaneously be included in the list of applicants for the appointment of scholarships of the President of the Russian Federation for students of organizations studying full-time in specialties or areas of higher education corresponding to priority areas of modernization and technological development of the Russian economy.

4.7. Russian Government scholarships in priority areas are established twice a year for a semester and are paid monthly.

5. Criteria for selecting applicants

5. The following criteria for selecting applicants for scholarships are established:

a) the student receives at least 50 percent of grades “excellent” from total number the grades received in the absence of “satisfactory” grades received based on the results of the interim certification preceding the appointment of the scholarship;

b) the student achieves the following results within 2 years preceding the award of the scholarship:

  • receiving an award (prize) for conducting research work;
  • obtaining a document certifying the student’s exclusive right to the scientific (scientific-methodological, scientific-technical, scientific-creative) result achieved by him intellectual activity(patent, certificate);
  • receiving a grant for research work;
  • recognition of a student as a winner or prize-winner of an international, all-Russian, departmental or regional olympiad or olympiad conducted by an organization, competition, competition, competition and other event aimed at identifying the educational achievements of students;

c) the student achieves the following results within 1 year prior to the award of the scholarship:

availability of publication in a scientific (educational-scientific, educational-methodological) international, all-Russian, departmental, regional publication, or in an organization’s publication. This publication may contain information limited access;

public presentation by the student of the results of research work (including by giving a report (message) at a conference, seminar, other event (international, all-Russian, departmental, regional) held by the organization);

d) the first-year student has results obtained during the year preceding the award of the scholarship:

  • unified state exam score of 80 or more in a general education subject corresponding to the priority entrance test, established by the organization carrying out educational activities;
  • a document confirming that the student is the winner of the Olympiad for schoolchildren or the final stage of the All-Russian Olympiad for schoolchildren, held in accordance with the procedure established by the Ministry of Education and Science of the Russian Federation, the profile of which must correspond to the specialties and (or) areas of training. The specified compliance is determined by the director of the institute, independently, when enrolling a student in the 1st year, taking into account the List of areas of training and specialties of UrFU, indicating the special rights granted to the winners and prize-winners of school Olympiads, approved by the rector of the university and valid at the time of admission to the university;

6. Procedure for nominating and selecting candidates

6.1. The preliminary selection of candidates for a scholarship from the Government of the Russian Federation in priority areas is carried out by the scientific council of the institute.

6.2. Candidates for scholarships from the Government of the Russian Federation in priority areas submit the following documents to the directorate of the relevant institute before January 15 and May 15 of the current year:

  • list of publications, certified in accordance with the established procedure;
  • photocopies of diplomas, certificates and other documents confirming the student’s participation in competitions, conferences, olympiads, etc.

6.3. The Academic Council of the Institute reviews the submitted documents, checks the student-candidate’s compliance with the criteria established in Section 5 of these Regulations, and decides to submit a list of applicants for scholarships from the Institute for consideration. expert commission university.

6.4. To present applicants for a scholarship to the academic council of the university, the directorate of the institute submits the following documents to the department of information and analytical monitoring, licensing and accreditation by February 1 and June 1 of the current year:

  • an extract from the decision of the academic council of the institute with a recommendation for a scholarship from the Government of the Russian Federation in priority areas;
  • List of applicants from among first-year students studying full-time in specialties or areas of undergraduate study corresponding to priority areas of modernization and technological development of the Russian economy (Appendix 1);
  • List of applicants from among first-year students studying full-time in master's degree areas corresponding to priority areas of modernization and technological development of the Russian economy (Appendix 2);
  • List of applicants from among students of the second and subsequent years of study, studying full-time in specialties and areas of bachelor's and master's degrees that correspond to priority areas of modernization and technological development of the Russian economy (Appendix 3).

6.5. The expert commission for the selection of applicants for a scholarship is the commission of the university’s academic council on educational policy, which includes a representative of the students’ union (trade committee).

6.6. The expert commission for the selection of applicants for scholarships recommends the appointment of scholarships to specific students. The chairman of the commission reports the results of the selection of applicants to the academic council of the university. The academic council of the university decides on the award of a scholarship.

6.7. Based on the decision of the academic council of the university, the department of information and analytical monitoring, licensing and accreditation prepares a draft order on the appointment of a scholarship.

For the purpose of state support for talented youth and the development of the intellectual potential of the Russian Federation, the Government of the Russian Federation decides:

1. To establish, starting in 2016, scholarships of the Government of the Russian Federation for students (cadets, listeners) and graduate students (adjuncts) of organizations engaged in educational activities, studying in educational programs of higher education on a full-time basis in specialties or areas of training corresponding to the priority areas of modernization and technological development of the Russian economy in accordance with the list of specialties and areas of higher education training corresponding to the priority areas of modernization and technological development of the Russian economy, approved by the Government of the Russian Federation.

2. Establish 5,000 scholarships of the Government of the Russian Federation specified in paragraph 1 of this resolution, including:

b) 500 scholarships - for graduate students (adjuncts) in the amount of 10,000 rubles monthly.

3. Approve the attached Regulations on the appointment of scholarships of the Government of the Russian Federation to students (cadets, listeners) and graduate students (adjuncts) of organizations engaged in educational activities, studying in educational programs of higher education on a full-time basis in specialties or areas of training corresponding to priority areas of modernization and technological development Russian economy.

4. Financial support activities related to the implementation of this resolution shall be carried out within the budgetary allocations provided for by the Ministry of Science and Higher Education of the Russian Federation in the federal budget for the corresponding fiscal year and planning period.

5. These Regulations establish the procedure for awarding scholarships from the Government of the Russian Federation to students (cadets; students studying in educational programs of higher education in educational organizations, under the jurisdiction of federal government bodies that train personnel in the interests of defense and security of the state, ensuring law and order) and graduate students (adjuncts) of organizations engaged in educational activities, studying in educational programs of higher education on a full-time basis in specialties or areas of training corresponding priority areas of modernization and technological development of the Russian economy (hereinafter referred to as students, graduate students, scholarships, respectively).

2. Scholarships are awarded to undergraduate and graduate students studying in specialties or areas of higher education included in the list of specialties and areas of higher education corresponding to the priority areas of modernization and technological development of the Russian economy, approved by the Government of the Russian Federation.

3. Scholarships are awarded to undergraduate and graduate students by organizations engaged in educational activities at least 2 times a year in accordance with the selection criteria established by paragraph 5 of these Regulations, as well as within the limits of scholarship quotas established in accordance with these Regulations.

4. Applicants for scholarships from among undergraduate and graduate students of the second and subsequent years of study must satisfy the criterion established by subparagraph “a” of paragraph 5, subparagraph “b” of paragraph 5 of these Regulations.

Applicants for scholarships from among undergraduate and graduate students of the first year of study must satisfy the criterion established by subparagraph “a” of paragraph 5 of these Regulations, and one or more criteria established by subparagraphs “b”, “c” and “d” of paragraph 5 of these Regulations, depending on the level of education.

5. The following criteria for selecting applicants for scholarships are established:

a) receipt by a student or graduate student of at least 50 percent of the “excellent” grades of the total number of grades received in the absence of “satisfactory” grades received based on the results of the interim certification preceding the award of the scholarship;

b) achievement by a student or graduate student of the following results within 2 years preceding the award of a scholarship:

receiving an award (prize) for conducting research work;

obtaining a document certifying the exclusive right of a student or graduate student to the scientific (scientific-methodological, scientific-technical, scientific-creative) result of intellectual activity achieved by him (patent, certificate);

receiving a grant for research work;

recognition of a student or graduate student as a winner or prize-winner of an international, all-Russian, departmental or regional olympiad or olympiad conducted by an organization, competition, competition, competition and other event aimed at identifying the educational achievements of students and graduate students;

c) achievement by a student or graduate student of the following results within 1 year preceding the award of the scholarship:

availability of publication in a scientific (educational-scientific, educational-methodological) international, all-Russian, departmental, regional publication, or in an organization’s publication. The said publication may contain restricted information;

public presentation by a student or graduate student of the results of research work (including by giving a report (message) at a conference, seminar, other event (international, all-Russian, departmental, regional) held by the organization);

d) first-year student and postgraduate student have results obtained during the year preceding the award of the scholarship:

a Unified State Exam score of 80 or more in a general education subject corresponding to the priority entrance test established by the organization carrying out educational activities;

a document confirming that the student is the winner of the Olympiad for schoolchildren or the final stage of the All-Russian Olympiad for schoolchildren, held in accordance with the procedure established by the Ministry of Science and Higher Education of the Russian Federation, the profile of which must correspond to the specialties and (or) areas of training. The specified compliance is determined by the organization carrying out educational activities independently;

at least 50 percent of “excellent” grades from the total number of grades in the absence of “satisfactory” grades based on the results of the state final certification for educational programs of the previous level of higher education, subject to continuing education in the areas of training included in the list specified in paragraph 2 of these Regulations.

6. Quotas for scholarships are established in proportion to the number of students and graduate students of organizations engaged in educational activities, studying in specialties and areas of training included in the list specified in paragraph 2 of these Regulations.

7. Information on the number of undergraduate and graduate students to establish quotas for scholarships for the next academic year annually, before November 20, is submitted to the Ministry of Science and Higher Education of the Russian Federation in the form established by this Ministry:

federal government bodies - in relation to students and graduate students of organizations carrying out educational activities under their jurisdiction;

organizations carrying out educational activities, which are the main managers of federal budget funds - in relation to students and graduate students of these organizations;

organizations carrying out educational activities, the functions and powers of the founder in relation to which are exercised by the Government of the Russian Federation - in relation to students and graduate students of these organizations;

highest executive bodies state power subjects of the Russian Federation or bodies authorized by them executive power subjects of the Russian Federation - in relation to students and graduate students of organizations of subjects of the Russian Federation carrying out educational activities, as well as municipal and private organizations carrying out educational activities located on the territories of subjects of the Russian Federation.

8. The Ministry of Science and Higher Education of the Russian Federation annually, until December 30, establishes quotas for scholarships for undergraduate and graduate students to the following quota recipients:

a) federal government bodies that are in charge of organizations carrying out educational activities.

The Ministry of Science and Higher Education of the Russian Federation is also the recipient of quotas from organizations of constituent entities of the Russian Federation engaged in educational activities, municipal and private organizations engaged in educational activities located on the territories of constituent entities of the Russian Federation;

b) organizations engaged in educational activities that are the main managers of federal budget funds;

c) organizations carrying out educational activities, the functions and powers of the founder in relation to which are exercised by the Government of the Russian Federation.

9. Federal government bodies on the basis of quotas established by the Ministry of Science and Higher Education of the Russian Federation, annually, until March 20, they establish quotas for scholarships for undergraduate and graduate students to organizations carrying out educational activities under their jurisdiction, in proportion to the number of undergraduate and graduate students.

The Ministry of Science and Higher Education of the Russian Federation, on the basis of quotas established by the Ministry of Science and Higher Education of the Russian Federation, annually, until March 20, distributes quotas for scholarships for undergraduate and graduate students between:

private organizations engaged in educational activities, in proportion to the number of students and graduate students of such organizations;

organizations of constituent entities of the Russian Federation engaged in educational activities, and municipal organizations engaged in educational activities located on the territory of constituent entities of the Russian Federation.

10. Organizations carrying out educational activities:

determine the procedure for selecting applicants for scholarships, providing for the formation of an expert commission to select applicants for scholarships, which includes authorized representatives of students and graduate students of organizations engaged in educational activities, representatives of collegial governing bodies of organizations engaged in educational activities, professional and public organizations and associations, scientific and pedagogical workers of organizations engaged in educational activities, and if the applicants’ works contain restricted information, also employees of organizations engaged in educational activities who have access to restricted information;

carry out selection and form a list of applicants for scholarships;

Based on the decision of the expert commission, they issue orders on the appointment of scholarships.

11. Students or graduate students included in the list of applicants for scholarships in accordance with paragraph 10 of these Regulations cannot simultaneously be included in the list of applicants for scholarships of the President of the Russian Federation for students (cadets, listeners) and graduate students (adjuncts) of organizations studying full-time in specialties or areas of higher education that correspond to priority areas of modernization and technological development of the Russian economy.

12. The Ministry of Science and Higher Education of the Russian Federation, within the budgetary allocations provided for it in the federal budget for the corresponding financial year and planning period for the payment of scholarships to students and graduate students, provides in the prescribed manner:

a) transfer of budgetary allocations of the federal budget to federal state bodies, organizations carrying out educational activities, which are the main managers of federal budget funds, and organizations carrying out educational activities, the functions and powers of the founder in relation to which are exercised by the Government of the Russian Federation, for the payment of scholarships;

b) provision from the federal budget of grants in the form of subsidies to organizations of constituent entities of the Russian Federation carrying out educational activities, and municipal organizations carrying out educational activities, for the payment of scholarships to students and graduate students;

c) provision of subsidies from the federal budget to private organizations engaged in educational activities.

13. Payment of scholarships is made by the organization carrying out educational activities in which the scholarship holders study.

14. Federal state bodies, organizations carrying out educational activities, which are the main managers of federal budget funds, organizations carrying out educational activities, the functions and powers of the founder in relation to which are exercised by the Government of the Russian Federation, organizations of constituent entities of the Russian Federation carrying out educational activities, and municipal organizations, those carrying out educational activities located on the territory of the constituent entities of the Russian Federation, as well as private organizations carrying out educational activities, annually, before July 1, submit to the Ministry of Science and Higher Education of the Russian Federation a report on the payment of scholarships for the current academic year in the form established by the Ministry of Science and higher education of the Russian Federation.
