Kit social services(abbreviated as NSU) to those citizens who have the right to receive a monthly cash payment (abbreviated as EDV) and is a set of social support measures for citizens, established by law categories.

The provision of a set of social services in kind is carried out in full from the date of establishment of the EDV. After appointment, the citizen has the right to choose to receive NSO in kind or. To do this, it is submitted to the Pension Fund of Russia (PFR). At the same time, the law provides for the replacement of a set of social services with a cash equivalent, both in whole and in part.

Social payments to pensioners through the Pension Fund of the Russian Federation

The state provides various social assistance to particularly needy pension recipients. One of them is a set of social services, which, in accordance with the law of July 17, 1999 No. 178-FZ “On state social assistance” is an exhaustive list of various services provided to categories of citizens defined by law .

A set of social services is an integral part. In other words, all recipients of EDV have the right to state social assistance in the form of NSO.

Who is eligible to receive NSO?

The right to receive a set of social services is granted to federal beneficiaries, which include:

  • persons who were exposed to radiation during accidents and nuclear tests;

The list of all categories of citizens who are granted the right to prescribe a set of social services is presented in Article 6.1 of Law No. 178-FZ and in the order of the Ministry of Health and Social Development of Russia “On approval of the Procedure for the provision of NSO individual categories citizens" dated December 29, 2004.

What is included in the set of social services

A set of social services in accordance with Part 1 of Art. 6.2 Federal Law " About state social assistance» from January 1, 2011 represents three parts of social assistance:

  • provision of necessary prescription drugs for medical use, medical products provided by prescription, as well as special medical nutrition products for disabled children;
  • provision of vouchers to sanatorium and resort organizations for the treatment and prevention of major diseases if there are medical indications;
  • provision of free travel by rail (suburban) and intercity transport to and from the place of treatment. *

According to the requirements of Article 6.2 of Law No. 178-FZ, the Ministry of Health and social protection The Russian Federation has approved lists of medicines (including those prescribed by decision medical commissions medical institutions), products medical purposes, special food products for the treatment of disabled children, as well as a list of sanatorium and resort institutions to which the State provides vouchers for treatment.

Where to apply for an appointment and the necessary documents for registration

To establish a monthly cash payment to a citizen who is a federal benefit recipient, it is necessary to submit an application to the Pension Fund of Russia (PFR) at your place of residence(permanent or temporary), or actual residence. Since a set of social services is part of the EDV, then for its purpose no additional treatment required to the Pension Fund and writing a separate application.

The right to receive NSO in in kind arises automatically after appointment monthly payment.

The exception is citizens from the “exposed to radiation” category. If they wish to receive a natural form of social assistance, they need to write an application for the provision of social services, which will begin to operate on January 1 of the following year.

The procedure for using a certificate at the NSO

You can obtain from the territorial office of the Pension Fund certificate a certain sample, which confirms the right of a citizen to receive free social services (or services). The issued certificate indicates: the category of the beneficiary, the period for which the EDV is assigned, and the set of services that the citizen has the right to use in the current year.

The certificate is valid throughout the Russian Federation and allows you to quickly use social services at your place of stay. This is important for those who have changed their place of residence or are temporarily in another region of Russia. When contacting healthcare institutions, as well as suburban railway ticket offices, a citizen must present following documents:

  • identification document;
  • a document confirming the right to EDV;
  • a certificate from the territorial body of the Pension Fund of the Russian Federation, which confirms the right to receive NSO.

For reference

The certificate is issued for a certain period. The validity of the certificate of entitlement to NSO applies to the calendar year indicated therein and expires on December 31. Those who are going on the road at the beginning of the new year must take care in advance to obtain a certificate from the Pension Fund. In addition, do not forget about the limitation of the validity of documents confirming the right to EDV (such as certificates medical and social examination or certificates of federal beneficiaries that have a limited duration).

Refusal from a set of social services

Recipients of a set of social services, in accordance with Article 6.3 of Law No. 178-FZ, are given the right to choose in what form to use social services - in kind or as part of EDV, i.e. in monetary terms.

Since the set of social services is part of a monthly cash payment, the EDV can be calculated taking into account the application for refusal of the NSO in full, one of the social services provided, or two social services from the social package at the citizen's choice. In other words, when using a set of social services in kind, its cost is deducted from the established monthly payment. If a citizen refuses to receive social services (one or two of any kind) in favor of the cash equivalent, their cost is not deducted from EDV amounts.

Cost of social services in 2018

If you refuse the NSO, the amount of the monthly cash payment will increase by the legally established cost of services in the year of refusal. The size of the NSO, effective from February 1, 2016, is - RUR 995.23 per month:

  • RUB 766.55 - to pay for medications;
  • RUB 118.59 - to pay for vouchers to sanatorium-resort institutions;
  • 110.09 rub. - to pay for trips on suburban and intercity railway transport.

The cost of social assistance package increases with indexation of EDV, which should be held annually on April 1.

However, in 2016, the amount of the EDV was indexed on February 1 (by 7%), and previously the increase occurred in August, so there is actually no exact indexation date.

Application for refusal to receive social services to the Pension Fund

If a citizen wishes to refuse to receive a set of social services. services in kind (i.e. receive in cash), you must contact the Russian Pension Fund until October 1 current year with a written statement. In this case, the cash equivalent of the NSO will begin to be paid from January 1 next year.

  • or send the application by mail (in this case, you must have your signature notarized).

An application for the choice made is submitted once, after which there is no need to annually confirm the decision. An application registered with the Pension Fund is valid until the citizen changes his choice.

If it is impossible to appear at the Pension Fund to submit an application due to certain circumstances (for health reasons or medical indications), you can always contact the Pension Fund for pre-registration for an on-site appointment. Fund specialists will be able to accept applications at home. Please remember that this must be done in advance of October 1.

In case of urgent medical need, use medicines Before the start of the next calendar year, federal beneficiaries may exercise their right to refuse payment of the EDV by submitting an appropriate application. In the future, if you apply for a new monthly payment, after it has been established, a set of social services will be provided in kind. It is important to take into account that with a new assignment of EDV, the social package is provided in full, regardless of previously submitted applications for refusal from the NSO (which terminate simultaneously with the complete termination of EDV payments).

NSU for disabled people in 2019

Citizens with disabilities, along with WWII and combat veterans, as well as persons affected by radiation exposure, have the right to receive an additional payment to their pension in the form of EDV. Simultaneously with the EDV, a citizen acquires the right to receive a set of social services.

Grounds for assigning NSO to disabled people

EDV and its constituent NSO are assigned to disabled people on the basis of a document confirming the assignment of disability, namely based on an extract from the ITU inspection report.

The reason for assigning a disability group, the age of the citizen, the disability group do not affect the right of a disabled person to receive NSS.

Composition of NSO for disabled people

Unlike the EDV, the amount of which is established depending on the disability group and the grounds for its assignment, the NSO is assigned in a single form, regardless of the category of recipients.

Disabled people of all groups, including disabled children and people with disabilities since childhood, who have issued an EDV, receive NSU in the following form:

  1. Compensation for the cost of medications and medical supplies. Based on a certificate issued by the Pension Fund of the Russian Federation and confirming the right of a disabled person to receive NSS, a citizen has the right to be provided with free medicines, medical supplies, special dietary nutrition. Reimbursement for the cost of medicines is carried out only if there is an appropriate doctor's prescription.
  2. Referral for rest and treatment to sanatorium-resort institutions. In accordance with medical direction, a disabled person can apply for a free (or with the right to partial payment) trip to a sanatorium-resort institution. To obtain a travel voucher, a disabled person should contact the social security authority, where they present a certificate from the recipient of the National Social Security Service and a certificate from a medical institution issued in form 070/u. In general, vouchers are provided to disabled people no more than once every 2 years. Citizens with group 1 disabilities can issue 2 vouchers - for themselves and for an accompanying person (relatives or legal representative). A similar rule applies to disabled children.
  1. The right to free travel in suburban railway transport . Disabled recipients of NSO have the right to free commuter rail travel. To receive a discount ticket, a pensioner must present to the railway ticket office a certificate from the recipient of the NSO and a document confirming disability.
  2. Compensation for travel costs to and from the sanatorium . Disabled people who have issued a voucher to a sanatorium can compensate for the cost of travel to the place of rest and back, provided that the travel is by rail. Group 1 disabled people and disabled children have the right to free travel for themselves and an accompanying person.

Social services included in the EDV have monetary equivalent , which in 2018 was recorded at the following level:

  • compensation for the cost of medicines – RUB 807.94/month .;
  • discounted vouchers to sanatoriums – RUB 124.99/month .;
  • free railway travel – RUB 116.04/month

The full NSO package (both for disabled people and for other EDV recipients) is equal to the equivalent RUB 1,048.97/month

Increasing the size of EDV and NSU

The size of the EDV and NSU, along with the size of pensions, other social payments and compensation benefits, is subject to annual recalculation based on increases in the level of consumer prices.

In accordance with the decision of the Government in 2018 social payments, including EDV and NSO, will be indexed by 3.7%. Note that the established indexation value is higher than the actual annual inflation rate (3.2%). Thus, the size of the NSO in 2018 will be RUB 1,087.78

How to register NSO: procedure and documents

NSO for disabled people is assigned simultaneously with the registration of EDV, in the following order:

Step 1. Preparation of documents.

Before contacting the Pension Fund, a disabled person should prepare the following documents:

  • passport (for foreigners and stateless persons - a document confirming permanent registration in the Russian Federation);
  • an extract from the ITU certificate confirming the assigned disability group;
  • statement, the form can be downloaded here .

If EDV and NSU are assigned to a disabled child or an incapacitated person, then the application for payment is drawn up not on behalf of the applicant, but on behalf of the representative. In this case, when applying to the Pension Fund, you should additionally attach a document confirming the citizen’s right to represent the interests of a disabled person (for parents of a disabled child - a birth certificate, in other cases - a corresponding court decision).

Step-2. Contact the Pension Fund.

A disabled person can apply to the Pension Fund for the appointment of an EDV and NSU immediately after assignment of a disability group, that is, upon receipt of an extract from the MSA act. The documents should be submitted to the territorial office of the Pension Fund of the Russian Federation at the place of registration. Application form for appointment of EDV and NSO:

  • in electronic form (application on the Pension Fund website);
  • sending documents by mail with notification.

Step-3. Obtaining a certificate from the recipient of the NSO.

Having received documents from the applicant (or from a representative), PFR specialists check them, after which they send a notification to the disabled person about the appointment of EDV and NSO, or about the refusal of payment and social services (if there are objective reasons for this).

When the payment is agreed upon, along with the notification, the pensioner is sent a certificate confirming his status as a recipient of the NSO.

Step-4. Receipt of NSU in kind.

Based on a certificate received from the Pension Fund of the Russian Federation, a disabled person has the right to receive NSO in kind. To compensate for the cost of medicines, a citizen can present a certificate at a medical institution, to obtain a free train ticket - to the suburban railway ticket office, to receive discounted voucher to the sanatorium - to the social security authority. Along with the certificate of the recipient of the NSO, the citizen should also present a certificate of a disabled person.

The set of social services is a set of social support measures for citizens of categories established by law.

It should be noted, what is included in the NSO:

  • issuing medications according to medical prescriptions, as well as medications, medical products, and special food products;
  • providing persons with vouchers for health improvement and prevention of certain diseases;

Who is entitled to NSO?

  • military disabled people;
  • WWII participants;
  • combat veterans;
  • military institutions that were not included in the active army during the Second World War;
  • holders of orders or medals of the USSR received for service;
  • benefits are due to WWII labor veterans who worked at facilities classified as air defense, persons who participated in the construction of defensive structures in the rear of active fronts and fleets;
  • victims of radiation during the Chernobyl disaster and the Semipalatinsk nuclear tests;
  • disabled people of group 2;
  • persons with group 3 disability status;
  • disabled children.

Procedure for registering a set of social services

A component of the preferential guarantees approved by the Federal Law of July 17, 1999 No. 178 is social package. It includes free medicines, a trip to the sanatorium and travel to the place of treatment. You can receive these services in kind or in cash, and the social package is assigned immediately in the form of the listed services as soon as disability is granted.

What is included in the NSO for disabled people

A person with disabilities receives the following services as an NSO free of charge::

A ticket to a Russian sanatorium with an accompanying person (if the disabled person cannot do without outside help);

Traveling in intercity transport and commuter trains to the place of recovery and back (the person accompanying a disabled person of group 1 also uses this opportunity).

It should be noted that the minimum amount of funding for social services is carried out using funds from federal budget. How often can you use NSO?

The person in need must be provided with vital medications in the quantities prescribed by the doctor. As for sanatorium treatment, there are some nuances here. For example, the likelihood of receiving a permit every year is unlikely. This is explained by the fact that the purchase of vouchers is carried out with money allocated by the federal authorities specifically for the social package.

According to known data, approximately 1,500 rubles are allocated annually for a voucher for one beneficiary, while the cost of treatment in a sanatorium will cost 20,000 rubles ( average price). It is obvious that in fact they are purchasing 13 times fewer (approximately) tours than needed. This creates a queue of people waiting for two to three years.

The situation with travel is a little simpler: disabled people with disabilities are provided with free tickets to travel on intercity transport. special form on hands. Recipients of the social package

Disabled people of groups 1, 2 or 3, including disabled children;

Former prisoners of concentration camps who at that time received an injury, illness or other injury that caused disability;

Military personnel who served for 6 months or more, but were not included in the active army during the Second World War;

Persons who became disabled due to participation in hostilities:

Veterans of the Great Patriotic War and those who have the status of a resident of besieged Leningrad;

Victims during atomic testing and exposure to radiation;

Family members of beneficiaries.

The list also includes civil servants who received a disability group while performing their duties. This is about:

Penitentiary system employees;

Military personnel and police officers;

Workers at military installations.

Algorithm for registration of NSO

A potential recipient of assistance in the form of an NSO should:

Confirm your participation in the preferential category;

Prepare a package of documents proving the right to benefits;

Contact the territorial PFR department at your place of residence.

The last step can be accomplished by appearing in person. There is also a portal of State Services or MFC. Plus, postal service is available. The applicant must provide to the Pension Fund:

Passport or residence permit;

SNILS and IPR of a disabled person;

Application for appointment of EDV (form issued);

A request to replace benefits in kind with money in the form of an application (if desired);

An extract from the ITU report confirming the presence of health problems;

Certificate of a disabled person, WWII participant, etc.;

A certificate indicating the disability group or discharge summary;

Order to involve in hostilities (if this took place);

Documents confirming presence in a fascist concentration camp;

Certificates from the employer if the disability resulted from the performance of official duties;

Papers about special merits or titles;

Current account number for transfer monetary compensation(in case of complete or partial refusal of the NSO);

Power of attorney (in case of involving a third party in the process, that is, your representative).

Refusal of the social package

In order not to receive the services listed above, but to add a certain amount to your pension, you should submit an application to the Pension Fund (also at the place of residence of the beneficiary). The appeal will be considered in a timely manner if you contact the territorial department before October 1. If the refusal was issued once, an annual request is not needed (of course, if there is no need to return in-kind benefits or refuse, for example, not only medicines, but also a travel voucher). If your decision changes, the application is written again.

Social package in monetary terms

The social package is indexed every year on February 1 according to the level of current inflation and is not subject to taxation income tax. Thus, if you refuse the NSS in full, you will be charged 1121.42 ruble. At the same time, up to 124.05 rubles are allocated for free travel, for medicines- about 863.75 rubles and, finally, for sanatorium treatment - up to 133.62 rubles.

Should a disabled person give up his social package?

Making a decision to replace social services with money is quite easy if you consider each of the opportunities provided separately and in order.

Medicines for free. If we are talking about a disease for which there is no need expensive drugs(for example, a limb is missing), you may not benefit from free medications. But, let's say, when diabetes mellitus insulin is required, which is provided free of charge within the NSO. In addition, there are other complex conditions that do not allow such a service to be excluded, so an additional consultation with a doctor on this issue would not hurt.

Ticket to the sanatorium. Receiving procedures in a sanatorium once every two or three years - at first glance, this is not enough. But a simple calculation shows that in three years you can get approximately 4,500 rubles. Obviously, for the indicated amount you cannot purchase an 18-day vacation with food and treatment (plus, disabled people of group 1 travel with an accompanying person).

Travel to the place of treatment. Taking into account the fact that a trip to a sanatorium is an infrequent occurrence, in three years you can lose a little more than 4,000 rubles. That is, if it is possible to get to the place of treatment for 200-300 rubles, there is no particular point in maintaining the service (as a rule, in such cases medical institutions are nearby). But visiting remote cities (Moscow, St. Petersburg, etc.) becomes unprofitable. Then you should use coupon No. 2 to get special coupons for free train travel in both directions (an accompanying person also counts).

A set of social services (SSS) is provided to recipients of a monthly cash payment (MCB). NSU includes medical, sanatorium-resort and transport components. In this case, a citizen can choose: to receive social services in kind or their cash equivalent.

Where to go

Since the set of social services is part of the program, to receive it you do not need to additionally go to the Pension Fund or write a separate application. For establishing EDV federal benefit recipient applies to the territorial body of the Pension Fund of Russia at the place of registration (including temporary) or residence with a written application. When EDV is established, a citizen automatically has the right to receive a set of social services in kind. Exceptions are citizens who belong to the categories of those exposed to radiation. The territorial body of the Russian Pension Fund issues the citizen a certificate of the established form regarding the right to receive a set of social services. The certificate is valid throughout Russia. When applying to medical institutions, as well as to suburban railway ticket offices, a citizen presents the following documents:

  • identification document;

  • a document confirming the right to EDV;

  • a certificate issued by the territorial body of the Russian Pension Fund and confirming the right to receive NSO.

What does the set of social services (social package) consist of?

  • Medicines for medical use on prescription, medical products according to prescriptions, specialized medical nutrition products for disabled children.

  • Vouchers for sanatorium-resort treatment for the prevention of major diseases.

  • Free travel on suburban railway transport, as well as on intercity transport to and from the place of treatment.

Money or benefits

The citizen decides in what form it is convenient for him to receive social services: in kind or in cash equivalent, and submits a corresponding application to the territorial body of the Pension Fund of Russia. The submitted application will be valid until the citizen changes his choice. Only in this case, he will need to submit a corresponding application to the territorial body of the Russian Pension Fund before October 1 of the current year. The submitted application will be valid from January 1 of the following year. You can apply directly to the territorial body of the Pension Fund of Russia at the place of registration or actual residence, or through the multifunctional center for the provision of state and municipal services, with which the Pension Fund of the Russian Federation has concluded a corresponding agreement, or in another way.

It is important to understand that a set of social services is part of the monthly cash payment. Therefore, the EDV is calculated taking into account the decision to refuse to receive a set of social services in full, one of the social services, or any two social services from this set. In other words, when receiving NSO in kind, its cost is deducted from the amount of the EDV. If a citizen refuses to receive a set of social services (any one social service or any two social services) in favor of the cash equivalent, their cost is not deducted from the amount of the EDV.

When submitting an application for refusal to obtain NSO, for provision of NSO, for resumption of provision of NSO, or for withdrawal of a previously submitted application, you must only have a Russian passport with you.
