1. Is there an EEG somewhere else during medical examination drivers?
Yes. For example, in the European Union, Group 2 drivers (category C, CE, C1, C1E, D, DE, D1 and D1E) are required to undergo an EEG.

2. How important is EEG?
Opinion regarding EEG is currently not clear. EEG is not suitable as a screening method due to the duration of the examination and its laboriousness. Detection of epilepsy - the main criteria for establishing this diagnosis are seizures themselves. Diagnosis of the location of the lesion (topical diagnosis) has lost relevance after the advent of magnetic resonance imaging and computed tomography.

However, the court in some cases considers that the EEG is more important examination than others modern methods. Therefore, it is pointless to argue about the importance of EEG.

3. Is it legal to require an EEG during a medical examination?
Yes, the requirement is legal. During a medical examination, it is revealed, in particular, additional medical contraindications. Resolution of the Council of Ministers of the Government Russian Federation regulating psychiatric examination to identify additional medical contraindications establishes EEG as a mandatory method of research. Therefore, psychiatrists not only have the right, but the obligation to require an EEG.

4. What other examinations can a psychiatrist or narcologist prescribe in accordance with the law?
The Decree of the Council of Ministers of the Government of the Russian Federation stipulates that a psychiatrist can prescribe two additional examinations: an ECG, an experimental psychological study.
No other examinations can be scheduled.

5. How regulatory legal act Is there a list of specialists that must be completed?
The list of specialists is determined by the form of a medical certificate (the form is approved by Order of the Ministry of Health and Social Development of Russia dated September 28, 2010 No. 831).

6. How long is a medical certificate of permission to drive vehicles valid?
The medical certificate has no expiration date. Therefore, the certificate must be made immediately before submitting it to the traffic police.
It is impossible to predict how “old” the certificate will be accepted by the traffic police and it still depends on the will of the employees of this department, but for now, apparently from old memory, they accept the certificate within 2 years from the date of issue.

7. Do EEG results have an expiration date?
No, expiration date EEG examination does not have. If an EEG study was done in advance, then the psychiatrist, based only on his opinion, can either accept the results of a month ago or reject the examination conducted a week ago.

8. Why do doctors at the clinic leave in the certificate only those categories that are open to me in accordance with my driver’s license?
It is illegal. In the certificate, categories of vehicles should be crossed out or left only based on the results of a medical examination.
Now this especially applies to category A! If you are not admitted by medical indications to drive vehicles of category A, then when issuing a driver’s license, the traffic police officers have reasons not to open category “M” (driving mopeds) for you for medical reasons, and even make a note about the lack of access to driving this category on the driver’s license!

9. The employer refuses to pay medical examination necessary to replace a driver's license. Legal?
Yes, it's legal. The employer is obliged to pay only for inspections, and inspections even for professional drivers are paid for by the driver (employee) himself.

10. What documents should remain after the examination?

  2. Copies of examinations by all specialists, including a psychiatrist and narcologist. This is done for free! If the conclusions of each specialist are not issued in person, then a second copy of the final medical report must be issued.

11. When replacing a driver’s license, do you always need to present medical certificate?
No. When replacing a driver's license due to a change in personal data (full name, date of birth, place of birth, etc.), the driver's license is changed without providing a certificate.

12. How much time and money does it take to obtain a medical certificate?
In September 2015 in Moscow it took: 7 hours 30 minutes.

Passage of all doctors - from 8:00 to 10:30 (in one hospital).
EEG - from 10:30 to 12:00 (in the same hospital).

You will also have to go to a state dispensary to get a certificate from a narcologist, but the rest can be done at a commercial clinic.

What doctors and examinations does a driver need to undergo?

To obtain a medical certificate of fitness to drive a car, in addition to a psychiatrist and a narcologist, drivers must undergo:

  • therapist;
  • surgeon;
  • ophthalmologist;
  • otolaryngologist;
  • neurologist.

You will have to take urine and blood tests only if a narcologist requests them for his conclusion. Even not all amateur drivers can undergo an otolaryngologist, but professionals are required to do so.

An amateur driver can be referred for an ECG by a therapist, and an EEG by a neurologist. Professionals must undergo such examinations. But MRI is not on any of the lists, so this examination is not relevant to the mandatory requirements for obtaining or replacing a driver’s license.
