10. Candidates undergo an initial and final medical examination.

The initial medical examination of candidates is carried out by the military medical commission (hereinafter referred to as the MMC) of the security agency (department) or the Central Military Medical Commission of the FSB of Russia (hereinafter referred to as the TsVVK FSB of Russia). For candidates who have passed the initial medical examination at the Central Medical Examination Center of the FSB of Russia, this examination is final.

For candidates who have undergone an initial medical examination at the IHC of a security agency (department), the final medical examination is carried out at the Central IHC of the FSB of Russia upon their arrival at the Academy, while the necessary additional examinations are carried out at the candidate’s expense.

11. Candidates selected by security authorities (departments) for training in training streams undergo a physical fitness level test, which is carried out after the Central Higher Inspectorate of the FSB of Russia or the Higher Higher Inspectorate of the security authority (department) has issued a conclusion on the candidate’s suitability for military service.

12. The level of physical fitness of candidates selected by security authorities is checked by a commission of the security authority to check the level of physical fitness of candidates at their place of residence (place of study) in the form of a test. 13. Checking the level of physical fitness of candidates selected for training in training streams by other departments is carried out by these departments taking into account the requirements of the Instructions for assessing the level of physical fitness.

19. Personal files of candidates who have not passed the initial medical examination, professional psychological selection, checking the level of physical fitness, as well as those who are denied access to information constituting a state secret, are not sent to the Academy.

23. 25. The candidate presents in person during the final medical examination at the Central Military Commission of the FSB of Russia the following documents: a certificate of a citizen subject to conscription for military service, indicating the category of suitability for military service (military ID), a vaccination certificate (or medical documents for recording preventive vaccinations in the established form ) and a compulsory health insurance policy.

Candidates who are recognized by the Central Higher Inspectorate of the FSB of Russia, based on the results of a final medical examination, as unfit for admission to the Academy, are not allowed to take entrance examinations, are not enrolled in training and are sent to their place of residence (to the place of passing military service).

II. List, content and procedure for conducting entrance examinations

27. Admission to the Academy is carried out on a competitive basis according to Unified State Exam results and additional entrance tests.

Unified State Exam results are taken into account in the following subjects:

for those entering the training streams of operational employees with knowledge of foreign languages ​​of the counterintelligence faculty of IPOS - Russian language, social studies, foreign language;

for those entering the Faculty of Foreign Languages ​​of the Academy - Russian language, foreign language, literature;

for those entering the faculties of ICSI - Russian language, mathematics (major level), physics.

28. Unified State Examination results in the Russian language, literature, mathematics, physics, history, foreign language, and social studies are counted on a 100-point scale.

The minimum number of Unified State Exam points in general education subjects corresponding to the specialty or field of study is established by a decision of the leadership of the FSB of Russia (Appendix No. 4
to these Rules).

The result of passing the Unified State Exam is confirmed by the availability of relevant data in the federal information system ensuring the state final certification of students who have mastered the basic educational programs of basic general and secondary general education, and admission of citizens to educational organizations to obtain secondary vocational and higher education.

Unified State Examination results for admission to study are valid for four years following the year in which such results were obtained (from 2013 inclusive).

29. The Academy has the right to independently conduct entrance examinations in general education subjects, the results of which are counted instead of the Unified State Exam results in the relevant general education subjects for the following categories of candidates:

a) citizens of the Russian Federation who have a secondary general education, confirmed by a document of a foreign state on education, if these persons received a document on education within 1 year before the end of the acceptance of documents and entrance examinations, inclusive, and did not pass the Unified State Exam during this period;

b) persons who have received secondary general education as part of the development of educational programs of secondary vocational education, including educational programs of secondary vocational education integrated with the main educational programs of basic general and secondary general education, if these persons have passed the state final certification for educational programs of secondary general education education not in the form of the Unified State Examination within 1 year before the end of the acceptance of documents and entrance examinations, inclusive, and did not pass the Unified State Examination during this period;

c) persons who studied in general educational organizations located in the territories of the Republic of Crimea and the federal city of Sevastopol (hereinafter referred to as the territory of Crimea), if these persons have passed the state final certification in educational programs of secondary general education not in the form of the Unified State Exam.

Also, this category of persons, who in 2017 received a certificate of secondary general education based on the results of state final certification in educational organizations located in the Crimea, have the right to enroll in training of their choice in the year of receiving the certificate based on the results of the Unified State Exam and (or) based on the results exams instead of the Unified State Examination conducted by the Academy.

Candidates of all the listed categories, at their discretion, participate either in all exams instead of the Unified State Exam provided for their chosen stream of training, or in one or more exams in lieu of the Unified State Exam along with the presentation of Unified State Exam results.

30. Exams instead of the Unified State Examination are held at the Academy in the following subjects: mathematics, physics, Russian language, literature, social studies, history, foreign language. 31. Additional entrance tests for applicants are conducted in the following subjects:

32. Additional entrance tests are held at the Academy in July 2017.

36. For additional entrance examinations in physics, mathematics, social studies and the Russian language (for the investigative faculty of IPOS), the applicant is given 4 astronomical hours (240 minutes) without a break.
An additional entrance test in a foreign language for the counterintelligence faculty of IPOS is allocated 1.5 astronomical hours (90 minutes).

37. Additional entrance tests in Russian and a foreign language to the Faculty of Foreign Languages ​​consist of two parts.

In the Russian language, both parts of the additional entrance test are conducted on the same day: the first written part (exposition) and the second written part (lexico-grammatical work).

The first part of the entrance test in the Russian language (presentation) is allotted 2 astronomical hours (120 minutes).

The second part of the entrance test in the Russian language (lexico-grammatical work) is allocated 1.5 astronomical hours (90 minutes).

The results of additional entrance tests for the Faculty of Foreign Languages ​​are assessed based on the sum of points received by the applicant during each part of the entrance test separately.

38. Exams instead of the Unified State Examination are conducted in written form, and each of them is allocated 4 astronomical hours (240 minutes).

39. The applicant is not given the opportunity to change the version of the written assignment or take a second ticket when passing the oral part of the entrance examination.

40. As additional entrance tests, the admissions committee, at the request of applicants, takes into account the results of the winners and prize-winners of Olympiads for grade 11:
“Interregional Olympiad for schoolchildren in mathematics and cryptography” - in mathematics;
"Interregional Olympiad for schoolchildren in computer science and information security" - mathematics;
"Interregional Olympiad for schoolchildren on the basis of departmental educational organizations» in physics, mathematics, foreign languages ​​and social studies - in the corresponding general education subject.
Winners and prize-winners of Olympiads for schoolchildren are equal to those who scored 100 points when passing an additional entrance test in a general education subject corresponding to the profile of the Olympiad.

The decision to provide benefits for winners and prize-winners of other school Olympiads held in the manner established by the Ministry of Education and Science of Russia is made by the admissions committee before July 1, 2017.

41. The Academy establishes the following threshold point values, below which passing additional entrance tests is assessed unsatisfactorily:

Russian language, social studies, mathematics, physics, foreign languages ​​(for the counterintelligence faculty of IPOS) - 40 points;

foreign languages ​​(for the Faculty of Foreign Languages) - 55 points.

42. During the additional entrance test (exam instead of the Unified State Exam), the applicant is required to have an identification document with him and present it at the request of the chairman (members) of the subject examination committee.

43. During additional entrance tests (exams instead of the Unified State Exam), applicants are prohibited from:

talk, communicate with other applicants, change seats without permission;

make any notes or symbols on the sheets of written works, by which their authorship can be established;

use any auxiliary and reference materials not permitted by subject examination committees (textbooks, methodological manuals, reference books, etc.);

use technical means (mobile phones, compact personal computers, voice recorders, etc.);

take notes while reading the text of the presentation.

44. If an applicant violates one of the requirements of paragraph 43 of these Rules, the chairman (deputy chairman) of the subject examination committee and the executive secretary of the admissions committee find out from the applicant the circumstances of the violation of these requirements.

On this fact, the executive secretary of the admissions committee and members of the subject examination committee draw up an act, which is approved by the chairman of the admissions committee. Based on the above act, the applicant may be removed from the exam regardless of the amount of work performed.

45. Repeated passing (retake) of additional entrance tests (exams instead of the Unified State Exam) in the same year is not permitted. Applicants who have received unsatisfactory grades are not allowed to participate in additional entrance tests for studies in other educational programs.

46. ​​The applicant or his parents (legal representatives) must inform representatives of the admissions committee about the inability to take additional entrance tests (participate in the exam instead of the Unified State Exam) for health reasons or other valid reasons, confirmed by documents, before the start of the additional entrance test (exam instead of the Unified State Exam). . 48. Grades assigned based on test results are communicated to applicants in accordance with the schedule. Announcing grades to parents (other legal representatives) is not allowed.

III. The procedure for filing and considering appeals against the results of entrance examinations

49. Based on the results of the entrance test, the applicant has the right to familiarize himself with his written work and if you disagree with the assessment, file an appeal. An appeal is a written, reasoned statement by an applicant about the error, in his opinion, of the grade given in the admissions test.

Familiarization with the work is carried out in the presence of the teacher and the executive secretary of the admissions committee (his deputy).

50. The applicant submits an appeal in person upon presentation of an identification document. Appeals from third parties, including relatives or legal representatives applicants are not accepted or considered.

Consideration of the appeal is not a re-passing of the admissions test. During the consideration of the appeal, only the correctness of the assessment of the assignment completed during the admissions test is checked.

51. Appeals against grades in written entrance examinations are accepted by the appeal commission on the day the exam results are announced until 17.00.

Appeals against grades in oral admissions tests are accepted by the appeal commission on the day of the exam (after the grade is announced) until 17.00.

Appeals are considered on the day they are submitted. The applicant has the right to be present during the appeal hearing.

One of his parents or legal representatives has the right to be present with a minor applicant (under 18 years of age) (except for minors recognized in accordance with the law as fully capable before reaching the age of majority).

52. Based on the results of consideration of the appeal, the appeal commission makes a decision to approve the previously issued assessment or change it, either upward or downward. This decision is final and cannot be revised.

The decision of the appeal commission is formalized in an act. If the grade is changed on the basis of the specified act, the data is entered into the applicant's examination paper, examination sheet and examination sheet of the applicant.

IV. Procedure for holding the competition

54. Applicants who have Unified State Examination results equal to or exceeding the minimum threshold value (Appendix No. 4) and who have successfully passed additional entrance tests participate in a competition held by the Academy’s admissions committee.

55. Applicants participating in the competition must submit educational documents (originals) no later than one day before the meeting of the admissions committee for enrollment.

56. The results of the competition are summed up according to passing score determined by the sum of the results of the Unified State Exam and additional entrance tests.

The passing score is set separately for each stream (faculty), as well as for nonresident candidates.

57. If all necessary requirements are met, applicants who, based on the results of the Unified State Examination and additional entrance tests, have scored a number of points equal to the passing score or more than the passing score are considered to have passed the competition.

58. The following have the right to admission to the Academy without entrance examinations:

winners and prize-winners of the final stage of the All-Russian Olympiad for schoolchildren;

members of national teams of the Russian Federation that participated in international Olympiads in general education subjects and were formed in the manner established by the Ministry of Education and Science of Russia, in specialties and (or) areas of training corresponding to the profile of the All-Russian Olympiad for schoolchildren or an international Olympiad.

The decision on the compliance of the profile of the specified Olympiads with specialties and (or) areas of training is made by the admissions committee before July 1, 2017.

60. If applicants who have scored the same number of points participate in the competition, the priority right for admission, other than that equal conditions applicants have:
