In 2016 Advice on interethnic relations under the President Russian Federation (hereinafter referred to as the Council) continued to work to ensure interaction between federal and regional authorities, public associations, scientific and other organizations when considering issues related to the implementation of the country’s state national policy.

Speaking at a meeting of the Presidium of the Council on December 15, Executive Secretary Magomedsalam Magomedov summed up the work of the advisory body in the past year.

“You and I continued to solve our main task - ensuring a stable positive state of interethnic relations in order to ensure the safe and comfortable well-being of all Russians, all our citizens of different nationalities,” he emphasized. – In this regard, within the framework of the implementation of the Strategy of the State National Policy of the Russian Federation, instructions from the head of state, we continued to work on wide range tasks, including increasing efficiency government controlled in the field of interethnic relations at the federal, regional and municipal levels; implementation of a system of state monitoring in the field of interethnic and interfaith relations; curbing the influence of radical nationalist and religious movements, especially among young people and among migrants; minimizing foreign influence on the activities of Russian non-profit organizations and preventing the use of the ethnic factor to destabilize the internal political situation in the country during the “election” period.”

M. Magomedov noted with satisfaction that almost 80% of Russians consider relations between people of different nationalities to be friendly or normal, while several years ago only 55% of citizens gave such an assessment. According to opinion polls, the percentage of respondents noting the possibility of conflicts on ethnic grounds has also decreased (2014 - 19.8%, 2015 - 17.9%, 2016 - 17.1%).

The Executive Secretary of the Council separately touched upon the main domestic political event of 2016 – the elections to the State Duma.

“Thanks to the balanced position of the leadership of the main political parties, it was possible to avoid politicization of the national issue and prevent attempts to destabilize the situation on interethnic grounds. Leaders of federal national-cultural autonomies and national public associations also played a major role here, who this year were actively involved in the implementation of national policy,” noted M. Magomedov.

The speaker recalled that today more than 1,200 national and cultural autonomies are registered in Russia. In 2016, another 86 new organizations were created. In addition to the traditionally active peoples from this point of view (Germans, Jews, Tatars, Armenians and Azerbaijanis), the Ubykhs, Yezidis, Ingush, Chinese, Koreans and others showed interest in creating autonomies. In this regard, a working group has been created in the Council for Interethnic Relations and Interaction with Religious Associations under the Federation Council to improve federal legislation regulating the activities of national-cultural autonomies, and under the Committee State Duma The Council of Leaders of Federal National-Cultural Autonomies was formed for national affairs.

Throughout the year, the Council's commissions carried out activities aimed at achieving goals and solving problems in the field of national policy. Activity Commission on Historical Education and Enlightenment under the chairmanship of Yu.A. Petrov in 2016, it focused on expert and analytical support for the implementation of the Strategy of the State National Policy of the Russian Federation for the period until 2025. During 2016, members of the Commission on Historical Education and Enlightenment took part in a number of important events federal and regional level in the field of national policy. The Commission regularly issues a newsletter once every two months, which contains information about the main documents and central events and activities in the implementation of state national policy in the Russian Federation, publishes news of lawmaking in the field of national policy at the federal and regional levels, results of analytical and monitoring studies, sociological surveys reflecting the dynamics of interethnic relations in Russia, announcements of upcoming events.

Magomedov noted, the conflict potential in the sphere of interethnic relations in Russia is still quite high. Destructive forces are also making attempts to use the multinationality of Russia to destabilize the internal political situation,” M. Magomedov emphasized.

In addition, the sphere of interethnic relations cannot but be affected by the socio-economic complexity in the country, caused by crisis phenomena in the global economy and the controlled pressure of a number of foreign countries. Thus, according to VTsIOM surveys, the number of residents of the country who are confident in the existence of national unity this year decreased by 10% compared to the previous year and amounted to 44%, and the number of fellow citizens who are confident in its absence increased by 9% and amounted to the same 44%.

“These figures, as well as other measurements confirming the concerns of Russian citizens about the current economic situation, warn of a possible change in the mood of society in the near future and require careful approaches to the implementation of state national policy and the speedy commissioning of a state system for monitoring the state of interethnic relations and early warning of conflicts situations,” noted M. Magomedov, adding that this system, developed by the FADN of Russia, has already begun to work in test mode in 84 constituent entities of the Russian Federation and demonstrates positive results in the field of preventing the escalation of interethnic conflicts.

“I am confident, however, that the potential for strengthening national unity is very great,” summarized the Executive Secretary of the Council, who expressed the hope that the adoption of the law on Russian nation, the preparation of which will be undertaken by a special working group of the Council, which will include experienced qualified experts and scientists.

1. 5. To solve the tasks assigned to it, the Council has the right:

a) request and receive in the prescribed manner necessary materials from federal government bodies, government bodies of constituent entities of the Russian Federation, local governments, public associations and scientific organizations;

b) invite to their meetings officials of federal government bodies, government bodies of constituent entities of the Russian Federation, local government bodies, representatives of public associations, scientific organizations and other persons;

c) involve specialists in the work of the Council in accordance with the established procedure, including on a contractual basis;

d) send members of the Council to participate in events held by public associations, scientific and other organizations, federal government bodies, government bodies of constituent entities of the Russian Federation and local government bodies at which issues related to interethnic relations are discussed;

e) use, in the prescribed manner, data banks of the Administration of the President of the Russian Federation, federal government bodies, government bodies of constituent entities of the Russian Federation and local government bodies;

6. The Council is formed by the chairman of the Council, deputy chairmen of the Council, executive secretary and members of the Council. Members of the Council take part in its work on a voluntary basis.

The Chairman of the Council is the President of the Russian Federation.

The Council may include representatives of the Administration of the President of the Russian Federation, the Government of the Russian Federation, federal government bodies, public associations, scientific and other organizations.

7. The Council, in accordance with the tasks assigned to it, can create permanent and temporary commissions (working groups) from among its members, as well as from among the specialists involved in its work who are not members of the Council.

The heads of commissions (working groups) and their composition are determined by the chairman of the Council.

8. To resolve current issues of the Council’s activities, a Presidium of the Council is formed, headed by the Chairman of the Council.

The Presidium of the Council includes deputy chairmen of the Council, the executive secretary and other members of the Council. The composition of the members of the Council Presidium is subject to annual rotation.

9. Presidium of the Council:

a) proposes issues for discussion at Council meetings;

b) ensures coordination of the activities of federal bodies executive power on issues related to the implementation of Council decisions;

c) resolves organizational and other issues related to the implementation of information, analytical and expert work in the field of interethnic relations;

d) considers issues related to the implementation of Council decisions.

10. The preparation and organization of meetings of the Council and the Presidium of the Council, as well as the resolution of current issues of the activities of the Council, are carried out by the executive secretary of the Council.

11. Meetings of the Council are held at least once every six months. If necessary, extraordinary meetings of the Council may be held.

Meetings of the Council Presidium are held as necessary, but at least once every three months.

Meetings of the Council and the Presidium of the Council are chaired by the Chairman of the Council or Deputy Chairman of the Council.

12. A meeting of the Council is considered valid if at least half of the Council members are present. Council decisions are made, as a rule, with the general consent of its members. By decision of the chairman of the meeting, a vote may be held. In this case, the decision is made by a majority vote of the Council members present at the meeting. In case of equality of votes, the vote of the person presiding at the meeting is decisive.

13. Decisions of the Council and the Presidium of the Council are documented in minutes, which are signed by the chairman of the meeting.

To implement the decisions of the Council, decrees, instructions may be issued and instructions and instructions of the President of the Russian Federation may be given.

Ensuring coordination of the actions of interested federal executive authorities and organizations to implement Council decisions is assigned, if necessary, to the Interdepartmental Working Group on Interethnic Relations.

14. The Council carries out its activities in accordance with plans approved by the President of the Russian Federation.

15. The Council has its own form.

16. The activities of the Council are ensured by the relevant divisions of the Administration of the President of the Russian Federation and the Administration of the President of the Russian Federation.

These are the main areas of activity for all levels of government. But in regions and municipalities, work on them is more concentrated, intense, and filled with specific content. This is natural: the closer you are to people, the more specific everything becomes.

Each territory has its own characteristics of interethnic relations, and, of course, they need to be taken into account, while ensuring uniform approaches to solving the problems of the national policy of the state as a whole.

Let us remember that for a long time the authorities discussed the possibility of reviving the Ministry of Nationalities. Agencies of a similar profile existed in Russia until 2001, when the Ministry of Federation Affairs, National and Migration Policy was liquidated.

However, due to the crisis recent years In national relations, proposals began to be made to restore the ministry. There was no unity in tandem on this issue. Early last year, then-President Dmitry Medvedev opposed the idea of ​​​​recreating the country's Ministry of National Affairs. He stated that attempts to create “another bureaucratic structures have never solved interethnic and interfaith problems.”

Then Medvedev expressed the opinion that work in this area should be carried out by the government and parliament. Before this, Medvedev stated that regions should be responsible for maintaining civil peace and interethnic relations, since this is where crimes on this basis occur.

However, in December last year, Vladimir Putin, who was then Prime Minister, did not rule out that a new Ministry for Nationalities Affairs would be created in the government. Putin recalled that national issues are now being resolved in the Ministry of Regional Development, but apparently this is not enough. The Ministry of Regional Development is focused on social and economic issues, and problems national development and interactions between ethnic groups in Russia are fading into the background, the Prime Minister admitted.

2. The Council in its activities is guided by the Constitution of the Russian Federation, federal laws, decrees and orders of the President of the Russian Federation, as well as these Regulations.

3. The regulations on the Council and its composition are approved by the President of the Russian Federation.

4. The main objectives of the Council are:
a) consideration of the conceptual foundations, goals and objectives of the state national policy of the Russian Federation, determination of methods, forms and stages of its implementation;
b) discussion of the practice of implementing the state national policy of the Russian Federation;
c) preparation of proposals to the President of the Russian Federation to determine priority areas of the state national policy of the Russian Federation;
d) ensuring interaction between federal government bodies, government bodies of constituent entities of the Russian Federation, local governments, public associations, scientific and other organizations on issues of interethnic relations.

5. To solve the tasks assigned to it, the Council has the right:
a) request and receive, in the prescribed manner, the necessary materials from federal government bodies, government bodies of constituent entities of the Russian Federation, local government bodies, public associations and scientific organizations;
b) invite to their meetings officials of federal government bodies, government bodies of constituent entities of the Russian Federation, local government bodies, representatives of public associations, scientific organizations and other persons;
c) involve specialists in the work of the Council in accordance with the established procedure, including on a contractual basis;
d) send members of the Council to participate in events held by public associations, scientific and other organizations, federal government bodies, government bodies of constituent entities of the Russian Federation and local government bodies at which issues related to interethnic relations are discussed;
e) use, in accordance with the established procedure, data banks of the Administration of the President of the Russian Federation, federal government bodies, government bodies of constituent entities of the Russian Federation and local government bodies;
f) use state, including governmental, communications and communication systems.

6. The Council is formed by the chairman of the Council, deputy chairmen of the Council, executive secretary and members of the Council. Members of the Council take part in its work on a voluntary basis.

The Chairman of the Council is the President of the Russian Federation.

The Council may include representatives of the Administration of the President of the Russian Federation, the Government of the Russian Federation, federal government bodies, public associations, scientific and other organizations.

7. The Council, in accordance with the tasks assigned to it, can create permanent and temporary commissions (working groups) from among its members, as well as from among the specialists involved in its work who are not members of the Council.

The heads of commissions (working groups) and their composition are determined by the chairman of the Council.

8. To resolve current issues of the Council’s activities, a Presidium of the Council is formed, headed by the Chairman of the Council.

The Presidium of the Council includes deputy chairmen of the Council, the executive secretary and other members of the Council. The composition of the members of the Council Presidium is subject to annual rotation.

9. Presidium of the Council:
a) proposes issues for discussion at Council meetings;
b) ensures coordination of the activities of federal executive authorities on issues related to the implementation of Council decisions;
c) resolves organizational and other issues related to the implementation of information, analytical and expert work in the field of interethnic relations;
d) considers issues related to the implementation of Council decisions.

10. The preparation and organization of meetings of the Council and the Presidium of the Council, as well as the resolution of current issues of the activities of the Council, are carried out by the executive secretary of the Council.

11. Meetings of the Council are held at least once every six months. If necessary, extraordinary meetings of the Council may be held.

Meetings of the Council Presidium are held as necessary, but at least once every three months.

Meetings of the Council and the Presidium of the Council are chaired by the Chairman of the Council or Deputy Chairman of the Council.

12. A meeting of the Council is considered valid if at least half of the Council members are present. Council decisions are made, as a rule, with the general consent of its members. By decision of the chairman of the meeting, a vote may be held. In this case, the decision is made by a majority vote of the Council members present at the meeting. In case of equality of votes, the vote of the person presiding at the meeting is decisive.

13. Decisions of the Council and the Presidium of the Council are documented in minutes, which are signed by the chairman of the meeting.

To implement the decisions of the Council, decrees, instructions may be issued and instructions and instructions of the President of the Russian Federation may be given.

Ensuring coordination of the actions of interested federal executive authorities and organizations to implement Council decisions is assigned, if necessary, to the Interdepartmental Working Group on Interethnic Relations.

14. The Council carries out its activities in accordance with plans approved by the President of the Russian Federation.

15. The Council has its own form.

16. The activities of the Council are ensured by the relevant divisions of the Administration of the President of the Russian Federation and the Administration of the President of the Russian Federation.
