The university, which was originally called Perm State Institute of Culture, was created in 1975 year. The purpose of its creation was to realize the possibility of training professional personnel for regional institutions culture: heads of cultural centers and clubs, librarians, organizers and hosts of holidays, musicians, choreographers. The first rector of the institute was Zinaida Vorobyova, who led the university for 21 years. From 1996 to 2013 The leadership of the university was carried out by a professor Evgeniy Malyanov.

    In 2013, our educational institution received a new status. It became known as Perm State Academy of Art and Culture. The Academy is headed by the Honored Worker of Culture of the Russian Federation, Laureate of international competitions, Laureate of the Russian Performing Arts Foundation Award (Moscow), Laureate of the Perm Territory Prize in the field of art and culture, professor Lyudmila Drobysheva-Razumovskaya.

    In 2015, the historical name was returned to the university.

    Opened in 2002 a full range of specialties of professional musical art: musicology and musical applied art, musical instrumental art, vocal art, conducting, musical theater art, concert performing art.

    In 2011, the university opened a master’s program in the field of training “Cultural Studies”.

    Since 2011, cooperation with foreign institutions has been successfully developing, namely: Leibniz University (Hannover, Germany) - exchanges of students involved in restoration are carried out historical memory; Czech-Central Asian Chamber of Commerce - mediates the organization of academic and creative exchanges between the European Union, the countries of the former CIS and Asian countries.     In 2013, the university received a new impetus for development. Cooperation agreements have been concluded with 4 foreign universities and creative centers: the Norwegian Ballet School, the North Asian University of Nationalities (Lanzhou, China), the Russian-French Association "Suncybury", the Hannover University. Leibniz (Germany). In October 2013, the institute was admitted to the European Association of Conservatories as an active member. Thanks to this, 14 PGIK students completed internships in Germany and China, and 7 foreign students from Syria, Cuba, Italy, Belarus, and Armenia are currently studying at the university. It is expected that there will be more foreign students in the near future.

    During 2013, a new effective management structure was created at the university. The administration system was optimized, a department for scientific and innovation activities, project management, a concert and theater department, a department for extracurricular activities, and a press service were created.

    A significant achievement of the university is the creation in 2013 Conservatories. This change ensured the attraction of leading Russian and world performers to the teaching staff of the university.

    Academy of Creativity at PGAIK for more than 20 years.     Scientific and educational center for theatrical art of the Perm region (TEACENTR) opened at the Perm State Academy of Art and Culture in 2007. Its exhibitions reveal the history of more than 25 theater groups of the past and present, representing more than 700 actors, directors, artists, conductors, choreographers, and other theater figures from different times. The focus of the research staff of PGIK is also on issues of cultural foundations and mechanisms various types social activities, organization and management in the field of culture, strategy and tactics of cultural policy, sociocultural design and cultural conservation activities, principles and technologies for the transfer of cultural values. The works of a number of teachers reflect issues of pedagogy and methods of teaching special disciplines, problems of theater technology in pedagogical creativity.

    One of the priority scientific directions, implemented at PGIK, is the study of the psychology of art and creativity. Research in the field of psychology of art and creativity has received recognition both in Russia and abroad. A striking example international cooperation began to be carried out during 1997-2005. a number of international conferences, symposia and congresses.

    Of particular methodological importance, both for determining the content aspects of education and for organizing the educational process, is the problem of understanding the nature and direction of vocational education. For a university of art and culture this problem is updated in the theoretical understanding of the conceptual foundations of cultural studies education. The research results were reflected in collections scientific works, materials of international and all-Russian scientific conferences, textbooks.

    PGIK provides training in two postgraduate specialties: 19.00.01 General psychology, personality psychology, history of psychology; 24.00.01 Theory and history of culture. In 2005, a Cooperation Agreement was concluded with the University of Cassino (Italy) on the training of graduate students.

    University scientists take part in scientific and organizational events abroad, in particular, they are members of editorial boards or guest editors of collections of scientific papers and special issues of journals on foreign language: “The Russian psychology of art.
